PROJECT INFORMATION Project No: W-5708G County: Hoke WBS No.: 44854.1.1 Document Type: Fed.Aid No: HSIP-0401(290) Funding: State X Federal Federal Yes X No Permit Permit(s): Type(s): Proiect Description: Construct a synchronized street with u-turn bulb-outs on US 401 at the intersections of SR 1411 (N. Parker Church Road) and SR 1413 (Pittman Grove Church Road) east of Raeford no off-site detourspecified in review request). SUMMARY OF HISTORIC ARCHITECTURE AND LANDSCAPES REVIEW Description of review activities, results, and conclusions: HPOWeb reviewed on 9 November 2017 and yielded no NR, SL, LD, DE, or SS properties in the two Areas of Potential Effects (APE). Hoke County current GIS mapping, aerial photography, and tax information indicated APEs of some woodland, undeveloped parcels, and residential, commercial, and church resources dating from the 1940s to the 2010s (viewed 9 November 2017). The several pre- 1970 resources are unexceptional (some altered) examples of their types. The nearby National Register-listed Puppy Creek Plantation (McGregor-Lamont House) (HK0003) stands on a large parcel (PIN: 494660301001) located between the two APEs and approximately 3600 feet south of US 401 well beyond likely project impact. While not NR eligible, the Parker Methodist Church Cemetery (#7200 Fayetteville Road, PIN: 494560201346) should be noted and afforded the usual protections during construction if necessary. Google Maps"Street View"confirmed the absence of critical historic structures and landscapes in the APEs (viewed 9 November 2017). No architectural survey is required for the project as currently defined. Why the available information provides a reliable basis for reasonably predicting that there are no unidentified significant historic architectural or landscape resources in the Proiect area: The SR 1411 (N. Parker Church Road) APE extends 450 feet west and 1100 feet east of the intersection and 100 feet to either side of the US 401 centerline and the SR 1413 (Pittman Grove Church Road) APE extends 750 feet west and 1800 feet east of the intersection and 100 feet to either side of the US 401 centerline to encompass proposed construction activities and possible impacts. While no comprehensive historic architectural survey of Hoke County exists, county GIS/tax materials and other visuals clearly illustrate the absence of significant architectural resources. No National Register-listed or —eligible properties are located within the APEs. Should any aspect of the project design change, please notify NCDOT Historic Architecture as additional review may be necessary.
