Dear Joanne,
Southern Environmental Group, Inc. (SEGi) has been retained by Pluris Hampstead, LLC (herein referred to
as the "Applicant ") to submit the attached Pre - Construction Notification (PCN), in order to obtain DWR
written concurrence that the project, as proposed, meets the conditions of IWGP100000. The 38 -acre project
is located within a 500 -acre parcel ( Pender County Parcel ID# 3271 -25- 1909 - 0000), which is shown as being
owned by Pender 1164, LLC and represented by Trask Land Company, Inc.
On 22 January 2014, Crystal Amschler ( USACE) verified SEGi's wetland delineation and determined a 0.72 -
acre wetland was not connected via a significant nexus to traditionally navigable waters. At this time, SEGi is
awaiting the USACE to issue the jurisdictional determination confirming this statement. Upon receipt a copy
will be forwarded to your office. A copy of the wetland boundary survey has been attached as part of the
permit application.
The purpose the project is to construct a regional wastewater treatment facility. The fill is necessary to
facilitate the construction of an access road, operations buildings, and infrastructure. Due to the fact that the
isolated wetland feature is situated in the center of the 38 -acre site, avoidance is not possible. Minimization
efforts were carried out by situating roads and infrastructure so that no further impacts to wetlands were
necessary. Since the proposed impact does not exceed 1 -acre, the Applicant is not proposing mitigation for
this project.
