However, after reviewing the pictures provided and other GIS resources, it appears as though excess sedimentation could be filling the pond to the northwest of your property and possibly increasing overland flow into your yard. Erosion and sediment control is not regulated by the Corps. It seems like the HOA may be responsible for the pond. I would encourage you to reach out to them for a possible solution. The Division of Water Resources may be able to assist if there are any water quality issues.
