Sanitary Sewer Overflows, Collection System Permit No. WQCSDO142
Wake County Schools Collection System, Wake County
Dear Mr. Vinson:
In response to your letter regarding the above referenced subject, the following outlines the incident and
the steps taken to remediate the overflow.
WCPSS Environmental & Grounds was notified of a sewer overflow at Briarcliff Elementary School, 1220
Pond Street in Cary, at approximately 10:30am on February 17, through Charles Brown, Town of Cary
Stormwater Division.
The spill was located along a heavily wooded slope on the western portion of the Briarcliff Elementary
campus, near 1207 Wicklow Drive in Cary. Wastewater was overflowing from a manhole and pooling at the
bottom of the hill where it was flowing into a second manhole along the same sewer line. Of importance:
wastewater from the overflow did not make it into the nearby stormwater ditch which runs east -and -west,
beneath Wicklow Drive.
WCPSS Plumbing Department staff arrived by 11:00a; using a crew and a hydro -jet truck, the blockage was
cleared. Miller Environmental Services arrived on -site by 12:30p and began clean-up efforts; solids were
treated with a disinfectant solution and placed into poly bags and finally into 55-gal drums to be taken off -
site for disposal. Pooled wastewater was collected by vacuum truck and hauled off -site for disposal. All
areas affected were treated with an application of hydrated lime and marked off with caution tape. Clean-
up efforts concluded at approximately 4:30pm. Mitch Hayes in the Water Quality Regional Office was
notified of the incident by telephone at approximately 4p.
