I apologize for all the uncertainty surrounding the Billy Edwards tract. This is a landowner that we have been conversing with for a long time now and I am still hopeful that he signs on to the project. I spoke with him this morning and he wants (yet) another meeting to discuss some details. So if we can include him somehow in this submittal that would be great. The following summary and attachments should clarify things regarding this part of the Little Pine III project, Reach 2A (upstream end): • Plat of the Anders tract adjacent to Billy Edwards. This shows the conservation easement up along that reach. Reach 2A meanders back and forth along the straight line easement as the plat shows. • Aerial figure from the mit plan showing that reach in red as Enhancement II. • Plan sheet in that section showing the work in the Anders easement. The plan is to work in that section, do what we can as shown on the Anders tract even if Billy does not sign up. We would do the work shown and seek no credit along that reach. We feel we should do what we can along the Anders side (brush mattress, log drop, and debris clean up) to help stabilize and functionally improve the project which will help downstream reaches, and no credit would be sought from the top of 2A at STA 400 +00 down to STA 405 +12. • If Billy does sign up we would have clear easement both sides of the channel and would include that whole reach of 512 I.f. in an enhancement credit scenario. • Table 12 (attached) from the mitigation plan shows credit along this reach at 86 SMU for work along 215 linear feet on Anders side however we realize that unless Billy signs up to provide us with the adequate buffer on his side of the creek that we may not get any credit along that section. He was asking for amenities beyond the project budget. Then he went a.w.o.l. for awhile. I see his reach as a functionally valuable part of the project and worked very hard to sign him on - however in the end it is always up to each landowner. Would you be OK with amending the project extent if he suddenly changed his mind came on board in the next week or two? Either way we will take a look and make sure we are submitting project reach mitigation you are comfortable with.
