Box 545 Ramseur, NC 27316 SUBJECT: Compliance Evaluation Inspection Town of Ramseur Surface Disposal Unit Permit No. WQ0010528 Randolph County Dear Mayor Caudle: On May 5, 2022, Division of Water Resources staff Caitlin Caudle conducted a routine compliance inspection. Terry Lewallen, ORC, was present during the entire inspection. A review of records, the wastewater treatment facility, surface disposal unit, and monitoring well was completed. This review mostly reflected compliance with the subject permit. The following item of concern was noted: A. Per Permit Condition V.2 "... the Permittee shall maintain an inspection log that includes the date and time of inspection, observations made, and maintenance, repairs, or corrective actions taken." Mr. Lewallen was able to provide all maintenance and inspection information, but this information was not consolidated into a single log. Moving forward, please consolidate all surface disposal unit inspections, maintenance to the surface disposal unit, and dates of wastewater treatment plant wasting or water treatment plant hauling to the surface disposal unit. Please review the enclosed inspection report for additional comments and observations. Other observations: • Residuals from the WTP were not being transported. Transport vehicles were not reviewed for spill plans and the WTP was not inspection. • Mr. Lewallen adds water to the powdered lime to make a slurry before mixing sludge. This allows for better mixing of the lime and sludge. • Mr. Lewallen stated that he inspects the surface disposal unit before wasting sludge and inspects the area at least monthly when taking methane readings. Records of mowing are kept on his daily log sheets. • A rain gauge is present at the WWTP office building. • The WWTP is beside the surface disposal unit, and sludge is wasted directly to the unit. The WWTP has an NPDES permit. • WTP sludge is hauled into the surface disposal unit. • The surface disposal unit was last mowed 4/28/2022. • Powdered lime is used. • The treatment process at the WTP causes the sludge to stay very wet. • The MW was in good condition. • The WTP hasn't wasted since 4/21. • WWTP residual samples are pulled from the lime pit. • TDS values exceeded GW limits in 3/21 and 11/21. • Ms. Caudle recommended that yearly samples be collected at the next wasting event at the WWTP.
