HOLLERS,III May 11, 2022 Mark Brantley, Assistant Regional Supervisor Water Quality Regional Operations Section Fayetteville Regional Office 225 Green Street, Suite 714 Fayetteville, NC 23001-5905 RE: Notice of Violation, NOV — 2022-LV-0290 Troy WWTP NPDES WW Permit No. NC0028916 Montgomery County Dear Mr. Brantley: Please accept this letter as the Town of Troy's response to your letter received in this office on May 5, 2022, regarding the NOV detailed in NOV-2022-LV-0290. The violations that were noted in the NOV were a result of issues relating to the clarifier scope valves at the plant. The following details the issues during the last week of February 2022. On the week of February 21, 2022, one of the clarifier scope valves kept getting clogged with debris. The plant does have bar screens that assist removing debris, however, during periods of high amounts of rain in short amounts of time this debris can move past the bar screen This happened on February 21, February 23rd, and again on February 24th. On February 24th, several treatment locations at the plant and throughout the town were cleaned out with a vac truck. In addition to these tasks, the town's public works department began visiting the plant and inspecting after hours to hand rake the debris from the clarifier returns until the issue was resolved. These actions took place over a period of several days. The problem that the plant had encountered has been resolved and the plant has been maintained compliance standards since. While the operations of the town's wastewater facility are of the highest importance, this event occurred while attempting, in good faith, to assist another system with a problem that they were having.
