Accordingly, we are forwarding the attached NPDES discharge permit. It is issued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the U.S. Environmental Protection Agency dated October 10, 2007, or as subsequently amended. This permit includes the following changes in the effluent limitations and monitoring page from the draft permit sent to you on August 26, 2009: 1. Mercury monitoring in the effluent was changed. A monthly average was added to conform to EPA requirements. In addition, Method 1631E is specified, and the sample type was corrected from composite to grab. 2. The incorrect numerical footnotes regarding instream sampling were corrected. Additionally, an incorrect footnote on Dissolved Oxygen was deleted. 3. The requirement for semi-annual monitoring for mercury in sludge was deleted. Total mercury monitoring of sludge is already done quarterly under non -discharge Permit No. WQ0002526. You must report actual results on DMR submittals, but for compliance purposes, all TRC valued below 50 pg/L will be deemed compliant. 4. Chronic Toxicity (Ceriodaphnia) at 31%; February, May, August, November [see A (2)]. 5. Upstream/downstream samples shall be collected 3/Week for June -September and 1/Week for October -May. There shall be no discharge of floating solids or visible foam in other than trace amounts. Permit NC0020656 A (2) CHRONIC TOXICITY PERMIT LIMIT (Quarterly) The effluent discharge shall at no time exhibit observable inhibition of reproduction or significant mortality to Ceriodaphnia dubia at an effluent concentration of 31 %. The permit holder shall perform at a minimum, quarterly monitoring using test procedures outlined in the "North Carolina Ceriodaphnia Chronic Effluent Bioassay Procedure," Revised February 1998, or subsequent versions or "North Carolina Phase II Chronic Whole Effluent Toxicity Test Procedure" (Revised -February 1998) or subsequent versions. The tests will be performed during the months of February, May, August, and November, Effluent sampling for this testing shall be performed at the NPDES permitted final effluent discharge below all treatment processes. If the test procedure performed as the first test of any single quarter results in a failure or ChV below the permit limit, then multiple -concentration testing shall be performed at a minimum, in each of the two following months as described in "North Carolina Phase II Chronic Whole Effluent Toxicity Test Procedure" (Revised -February 1998) or subsequent versions. The chronic value for multiple concentration tests will be determined using the geometric mean of the highest concentration having no detectable impairment of reproduction or survival and the lowest concentration that does have a detectable impairment of reproduction or survival. The definition of "detectable impairment," collection methods, exposure regimes, and further statistical methods are specified in the "North Carolina Phase II Chronic Whole Effluent Toxicity Test Procedure" (Revised - February 1998) or 'subsequent versions. All toxicity testing results required as part of this permit condition will be entered on the Effluent Discharge Monitoring Form (MR-1) for the months in which tests were performed, using the parameter code TGP3B for the pass/fail results and THP3B for the Chronic Value. Additionally, DWQ Form AT-3 (original) is to be sent to the following address: Attention: NC DENR / DWQ / Environmental Sciences Section 1621 Mail Service Center Raleigh, North Carolina 27699-1621 Completed Aquatic Toxicity Test Forms shall be filed with the Environmental Sciences Section no later than 30 days after the end of the reporting period for which the report is made. Test data shall be complete, accurate, include all supporting chemical/physical measurements and all concentration/response data, and be certified by laboratory supervisor and ORC or approved designate signature. Total residual chlorine of the effluent toxicity sample must be measured and reported if chlorine is employed for disinfection of the waste stream. Should there be no discharge of flow from the facility during a month in which toxicity monitoring is required, the permittee will complete the information located at the top of the aquatic toxicity (AT) test form indicating the facility name, permit number, pipe number, county, and the month/year of the report with the notation of "No Flow" in the comment area of the form. The report shall be submitted to the Environmental Sciences Section at the address cited above. Should the permittee fail to monitor during a month in which toxicity monitoring is required, monitoring will be required during the following month. Should any test data from this monitoring requirement or tests performed by the North Carolina Division of Water Quality indicate potential impacts to the receiving stream, this permit may be re -opened and modified to include alternate monitoring requirements or limits. If the Permittee monitors any pollutant more frequently than required by this permit, the results of such monitoring shall be included in the calculation and reporting of the data submitted on the DMR and all AT Forms submitted.. NOTE: Failure to achieve test conditions as specified in the cited document, such as minimum control organism survival, minimum control organism reproduction, and appropriate environmental controls, shall constitute an invalid test and will require immediate follow-up testing to be completed no later than the last day of the month following the month of the initial monitoring. Noted. I will delete that footnote. 2. a. Yes, I will note the method on the Table, and change composite to grab. "Composite" was a carryover mistake from the last permit. (You may note that the PPA scan for mercury listed in A(3) did reference method 1631E) b. Ah yes, we've been discussing that among ourselves. It serves 17,242 people in the City of Laurinburg. The facility has permitted flow of 4.0 MGD, discharging into Big Shoe Heel Creek. There is a small industrial component to the discharge, but no pretreatment program is required. Residuals are land applied under permit WQ0002526. DMR Review A review of the DMRs was done for the period from January 2005 until June 2009. Recent flows (since 1/1/08) averaged 2.54 MGD, or 63.5% of design flow. Effluent BOD the past year averaged 4.28 mg/L. Monthly averages for selected parameters are included in the regional staff report. Compliance Review BIMS shows six limits violations during this period: two for suspended solids in 2005, two for pH in 2006, one for fecal coliform in 2005, and one monthly exceedance for flow (4.04 MGD) in 2008. NPDES PERMIT FACT SHEET City of Laurinburg Page 2 NPDES No. NC0020656 Other notable events include an overflow at the treatment plant on August 1, 2005, for which an NOV was written, and a plan of action drafted by the Town to prevent future occurrences. Additionally, during a site visit by staff in February of 2009, a discolored effluent stream with solids was observed at the ouffall. Additionally, on February 18, 2009, a sludge spill occurred near the small sludge holding tank. This spill was contained on site (see facility staff report, letter from Dale Lopez to WWTP Director Ellis). Reasonable Potential Analysis • Both zinc and copper showed reasonable potential to exceed the action level standard. As action level parameters, they will continue to be monitored monthly, as per the existing permit. • Effluent total Fluoride did not show reasonable potential to exceed the standard. • Mercury showed reasonable potential (max predicted of 95 ng/L) Toxicity Testing Type of Toxicity Test: Existing Limit: Monitoring Schedule: Chronic P/F (Ceriodaphnia). Chronic P/F 31 % concentration February, May, August, and November The facility failed its toxicity test in November 2006 and also failed the follow-up test in. December 2006. The Division's Aquatic Toxicology Unit indicated that, since the Town has passed all their toxicity tests since then, there is no reason to consider a limit for copper or zinc. Proposed Changes 1. Add a mercury limit of 39 pg/L. Similar to the last cycle, the statistical analysis of the mercury effluent data showed reasonable potential to exceed water quality standard. Therefore, a limit will be added to the permit, with monthly monitoring required. Again, this data may be reevaluated during the next renewal period. 2. Delete the monitoring requirement for fluoride, due to lack of reasonable potential. 3. Add the standard footnote for TRC evaluation. This acknowledges the 50 pg/L quantitation limit. The existing monitoring frequency for the action level parameters of zinc and copper remains unchanged, based on the recommendation of the Aquatic Toxicity Unit. Along with the above mentioned information we are sending a narrative of our treatment process. The City of Laurinburg's collection system consists of 34 pump stations located throughout the system. There are 123.7 miles of gravity sewers and 24 miles of force mains. Our Leith Creek Plant consist of two types of treatment, one extended aeration plant, consisting of 2 aeration basins, 2 clarifiers, 2 chlorine contact chambers and one return sludge pump station with 3 pumps, total capacity 2.0 million gallons per day (MGD) The second plant is an oxidation ditch style with 1 clarifier, 1 chlorination point and 1 return sludge pump station with 3 dual speed pumps, total capacity 2.0 MGD, for a total treatment capacity of 4.0 MGD. Based upon the previous Compliance Evaluation Inspection (CEI) that was conducted on February 18, 2009, all units were in service, and this facility continues to comply with the requirements of the NPDES permit for wastewater treatment. 4. This Office recommends continuation of the Special Conditions for the Whole Effluent Toxicity monitoring. 5. This Office recommends that a formal Sludge Management Plan be included as a requirement in the NPDES Permit and that it will be updated as needed and as determined by the Division of Water Quality. 6. Based upon the above information, this Office recommends reissuance of the said permit for the continued operation of an existing 4.0 MGD wastewater treatment facility consisting of an influent pump station, mechanical bar screen, grit chamber, influent flow monitoring, aerated equalization basin, flow splitter box, dual one million gallon per day extended aeration basins with secondary clarification, chlorine contact chamber, dechlorination, effluent force main, cascade aeration, and two aerobic sludge digesters, and drying beds located at the Laurinburg Leith Creek Wastewater Treatment plant, southeast of the City of Laurinburg, in Scotland County. We are requesting a renewal for this permit. Question B 1: The governing board originally adopted the CIP March 19, 2002. Since then the CIP has been updated annually to reflect the needs of the collection system and pump stations to help eliminate Inflow & Infiltration concerns. Copies of the current CIP are attached for your review. The Authorized Representative for this facility is Mr. Craig Honeycutt, City Manager. Sludge that is generated at this facility is land applied at Laurinburg-Maxton Airport in connection with Land Application of Residuals Permit Number WQ0002526. Leith Creek WWTP has two aerobic digesters with a total volume of 800,000 gallons. We try to perform four land application events per year for a total of 3.2 million gallons. However if we need to apply more we will lime stabilize to perform these events more frequently. We have one additional fathead minnow toxicity test to complete for the permit renewal requirements.
