A copy of the Compliance Inspection Report is enclosed for your review. Evelyn Sasser and Ashley Hummel, daughters, and Phil Daw, stepson, were also present during the inspection and their time and assistance is greatly appreciated. The site visit and file review revealed that the subject facility is covered by NPDES Stormwater General Permit NCG100000 under Certificate of Coverage NCG100158. Permit coverage authorizes the discharge of stormwater from the facility to receiving waters designated as an unnamed tributary to Six Runs Creek, a class C, Sw stream in the Cape Fear River Basin. As a result of the site inspection, the following deficiencies are noted: 1) Qualitative Monitoring Qualitative Monitoring has not been conducted and recorded in accordance with permit requirements. 2) Analytical Monitoring Analytical monitoring has not been conducted and recorded in accordance with permit requirements. . Other Observations Please refer to the enclosed Compliance Inspection Report for additional comments and observations made during the inspection. Requested Response A written response is not requested at this time. Action Items Conduct and record monitoring per the conditions of the permit. NCG100158 owner - Facility: Renita S Sasser Inspection Date: 04/06/2022 Inspection Type: Compliance Evaluation Reason for Visit: Routine Inspection Summary: Melissa Joyner met with Renita Sasser, Owner, Evelyn Sasser and Ashley Hummel, daughters, and Phil Daw, stepson, at the C & RAuto Sales, Inc. facility. The Stormwater Pollution Prevention Plan (SPPP) was reviewed. The SPPP was annually reviewed in 2022, but not in 2021. This should occur on a yearly basis.The site map will need to be modified to: include a north arrow, indicate topography, include the latitude and longitude of Outfalls #1 and #2, label the location of the cars on the property and indicate the percentage of each drainage area which is impervious. A Solvent Management Plan will need to be developed and included in the SPPP. The stormwater outfalls have not been annually evaluated for the presence of non-stormwater discharges. A list of significant spills or leaks or the notation that none have occurred for the fast three years should be included in the SPPP, annually. A feasibility study has not been conducted. Recently renewed General Permit NCG100000 now requires that facility maintenance inspections occur quarterly, not semi-annually. The Analytical and Qualitative Monitoring records were reviewed and were complete except that no monitoring had occurred in 2022 for Period 1 (Jan.1st-March 31st). General Permit NCG100000 now requires that Analytical and Qualitative Monitoring occur quarterly. The Discharge Monitoring Reports (DMR) have been completed but they have not been submitted. Within 30 days of receiving the sampling results, the reports should be signed, scanned and uploaded to the electronic DMR submittal form found at: https://deq.ne.gov/SW-industrial. The original, signed reports should be mailed to the Fayetteville Regional Office, to Melissa Joyner. The facility grounds and Outfalls #1 and #2 were inspected with no issues noted.
