A review of available records, treatment facilities, irrigation fields, and monitoring wells was completed. This review reflected compliance with the subject permit. Water is decanted from the bottom of oil storage tanks manually. This decanted water (sting water) is transferred to a set of 12 storage tanks that allow for further oil and water separation. Sting water is decanted from the bottom of the storage tanks manually, sent through a relic oil water separator that also adds a defoaming agent. The treated sting water is then transferred via pumps to the clay lined storage lagoon. Freeboard is monitored weekly. Once freeboard is close to 2ft an irrigation event is planned. The irrigation system is manually operated. All monitoring wells were labeled appropriately and well caps were locked. All wells appeared to be in good condition. All spray fields looked good. There was no sign of runoff or erosion in the fields. Other observations: • The system was winterized on 1/29/2021 and has not returned to operations yet, but an irrigation event will be scheduled soon. • The O&M Plan and Spill Plan are included in the safety plan for the entire facility. • No disinfection is used. • Irrigation calibration has not occurred yet this permit cycle. • No residuals removal has occurred. • pH was the only groundwater violation last year. • A flow meter is present and measures the volume of effluent irrigated. There is no constant flow through the system. There is no recirculation in this system. • 2020 and 2021 soil reports were provided on 4/5/2022. o pH > 6.0 in all fields for both years. o Na in all fields was >1.0 meq/100cm3 in 2020. o ESP was >15% in 2020. • Effluent was a dark brown color. • An antifoaming agent is used. • All spray heads are used.
