................................... 8 Town of Harrisburg ii June 2010 Comprehensive Stormwater Management Program Report 1.0 STORM SEWER SYSTEM INFORMATION 1.1 Population Served For 2008, the United States Census estimated a permanent population of 5,819 in the Town of Harrisburg (Town), North Carolina. The Town does not experience significant seasonal changes in population. 1.2 Growth Rate The annual growth rate for the period from the 2000 Census to 2008 was 3.3 percent annually. Annexations dating back to 2000 resulted in approximately 70 additional residents. The Town's population in 2000 was 4,493. 1.3 Jurisdictional and MS4 Service Area The current jurisdictional and MS4 service area for the Town is 9.0 square miles. The Town has 2.7 square miles of extra territorial jurisdiction (ETJ). Figure 1-1 on page 4 depicts the limits of the Town's municipal service area and extra territorial jurisdictional area. 1.4 MS4 Conveyance System The Town has not performed a full inventory or evaluation of its MS4. As a requirement of its current NPDES Permit, the Town conducted an outfall inventory in 2008. Survey crews assessed nearly 37.4 miles of streams in the jurisdictional and ETJ areas. One hundred and thirty-one outfalls were identified and mapped; of these outfalls 94 were pipes, 29 were open conveyances and 8 were other types of outfalls. The system, typical of most cities, includes swales, culverts, pipes, outfalls, and curb and gutter sections. The Town has conducted drainage studies in the past for problematic areas. Maintenance and catch basin clearing and cleaning is performed when a resulting drainage problem is notified to the Town staff. 1.5 Land Use Composition Estimates The Land Use Composition for the Town is presented in the Table 1-1 on page 2. The land use data is not current but is future planning land use data, including approved but undeveloped projects, and is similar to current conditions. Totals of each group were calculated and divided by the total jurisdictional area to obtain percentages. 1.7 Total Maximum Daily Load (TMDL) Identification Six streams with TMDL designations are present that either border or pass through the Town's jurisdiction. The impaired streams are summarized in the following Table 1-2. TMDLs have not been developed for any stream at this time. This data is current for the Draft 2010 303(d) list. Figure 1-1 depicts the impaired reaches of impaired streams and their proximity to the Town's jurisdictional area. Town of Harrisburg 1 1 June 2010 Comprehensive Stormwater Management Program Report 7.0 STORMWATER MANAGEMENT PROGRAM PLAN 7.1 Public Education and Outreach on Storm Water Impacts 7.1.1 BMP Summary Table Table 7-1 on page 15 lists the Best Management Practice (BMP) Summary Table for this minimum measure. 7.1.2 Target Audience The target audience for the Town's public education and outreach program is a diverse group of citizens who share the range of impact on stormwater. Public education materials and activities will be directed towards industry and commercial business owners. The purpose in reaching this sector will be to reaffirm their knowledge in proper waste disposal compliance and facility/site management and operation. This is a group where substantial awareness can lead to major improvements in the environment. The development community will also be a key target audience. The Town is encountering aggressive development from all directions, making educating this audience on better site design and post construction control beneficial to setting new standards and models for the future. Another target audience includes homeowners, small business operators, and the general public. Education efforts at this level will focus on awareness of stormwater management, proper disposal of common pollutants, and good housekeeping and pollution prevention on one's property. This sector must realize that their contributions may be minimal but that their collective, voluntary efforts produce maximum results. Education efforts must also be focused towards youth to develop more environmentally aware and compliant citizens from the start. 7.1.3 Target Pollutant Sources Several pollutant sources have been identified for the concentration of education efforts. These pollutant sources are categorized as household wastes (oil, detergents, paints, and solvents), commercial waste, land application pollutants (fertilizers, pesticides, and herbicides), and Town of Harrisburg 12 June 2010 Comprehensive Stormwater Management Program Report organic/land derived pollutants (leaves, grass, sediment, and fecal coliform). These sources have been identified for their frequent use or appearance in the lives of the identified target audience. These sources are also highly controllable with the education of citizens on proper waste disposal procedures, knowledge on the use and function of a storm sewer system, and the recommendation of non -threatening products and procedures like biodegradable products or composting. Additionally, sediment will be a primary pollutant of concern as the Town is in close proximity to a 303(d) listed stream impaired by turbidity and copper. A better emphasis on educating developers on proper erosion and soil control measures will be instrumental in managing further degradation of the area streams. 7.1.4 Outreach Program The community will be informed about stormwater pollution in a variety of ways. The outreach program will use storm water pamphlets distributed at Town public locations and educational booths to educate about pollution prevention, proper household waste disposal, and program administrative issues. Informational workshops will be developed and hosted by the Town for local developers and engineers to assist them in understanding the program requirements of the storm water ordinance. The Town's website will be enhanced to contain information on stormwater and BMPs for the general public. The Town will identify an opportunity to promote the stormwater program and its related issues through public appearances at well attended community events. 7.1.5 Evaluation The public education and outreach program will have attainable and measurable goals. The workshops for the development community and students have measurable goals computed in number of events held or individuals participating. The stormwater section of the Town's website will frequently provide a variety of printable BMP guidance documents to the community available for download. Periodic surveying of the citizens may help the stormwater staff identify the most effective outreach mechanisms and their concentrations. Town of Harrisburg 15 June 2010 Comprehensive Stormwater Management Program Report 7.2 Public Involvement and Participation 7.2.1 BMP Summary Table Table 7-2 on page 18 lists the BMP Summary Table for this stormwater program measure. 7.2.2 Involvement Program The Town has been a member of the Charlotte Regional Stormwater Partnership administered by the Centralina Coucil of Governments (COG). Through this partnership the Town has received and benefited from the following: • The Town has received and utilized grant money from the Clean Water Management Trust Fund (CWMTF). • The Town's stormwater administrator has been trained and educated • The Town's stormwater ordinance and policy have been displayed on local television and radio stations and billboards along interstate highways in the Charlotte regional area. • Harrisburg Boy Scout Troops and Eagle Scout candidates have worked with the stormwater program in adopt -a -stream clean-ups and storm drain inlet label marking efforts. All supplies for these efforts were funded by the CWMTF and administered by the COG • The Town has recently applied for an individual CWMTF grant for a rain garden on Town owned/fire department property. The COG wrote and submitted the entire grant application for the Town. 7.2.3 Participation Program The Town has a two -facet approach to fulfilling this minimum measure. One facet will include the use of concerned citizens group. The Town will utilize appropriate measures to ensure that the composition of the forum will meet the needed diversity to address stormwater issues across the spectrum of impact (e.g., industrial, commercial, institutional, development, resident, environmental, etc.). This concerned citizens group meets on an, as needed basis. Since the stormwater program and ordinance have been established this group has and will remain involved Town of Harrisburg 16 June 2010 Comprehensive Stormwater Management Program Report for purposes of public involvement and public education of the stormwater program. The second facet of this approach on public involvement and participation will be tailored to creating opportunities for the public to execute their stormwater program. A voluntary activity, such as stream clean-up or storm drain stenciling project, provides the public an opportunity to take ownership in the restoration and protection of the region's waterways. These activities provide the prospect for Town staff to meet and educate the public in a face-to-face setting. 7.2.4 Decision Process The Town is in a challenging position as it is one of the smaller Phase II communities but shares similar issues and problems with its larger Phases I and II neighbors. Therefore, the Town will seek out many resources to comply with the regulations. These resources may include current staff, citizens, support agencies, regional storm water partnerships administered by the Centralina Council of Governments, and other Phase II communities. Given these circumstances, the Town will attempt to use existing boards or committees, where possible, to address stormwater concerns in a public manner. Public comment and review procedures will ensure where significant stormwater policy is being drafted. 7.2.5 Evaluation These activities will be evaluated on their completion and attendance. As mentioned before, a concerned citizens group will be used to help develop policies and stormwater services. This group will meet on an as needed basis. Public hearings will be posted in the Town's typical manner. Public involvement activities will be voluntary; however, the level of attendance will factor in the continuation or modification of a public activity to ensure this minimum measure is being met. Town of Harrisburg 18 June 2010 Comprehensive Stormwater Management Program Report 7.3 Illicit Discharge Detection and Elimination 7.3.1 BMP Summary Table Table 7-3 on page 22 lists the BMP Summary Table for this stormwater program measure. 7.3.2 Storm Sewer System Map The Town maintains a geodatabase of MS4 outfalls where they discharge into receiving waters. The geodatabase was developed from a series of stream walks on the 37.4 miles of streams in the jurisdictional and ETJ areas. Outfalls were geospatially located and some base attributes were collected. To keep the geodatabase current, several options may be employed. The Town includes and requires for all new development and redevelopment that results in a new or modified MS4, to submit as -built construction drawings or a electronic based survey. Another option may lead to contracting a survey service to periodically update new or modified systems. 7.3.3 Regulatory Mechanism The Town has an illicit discharge prohibition as part of the Town's Stormwater Quality Ordinance. The prohibition further defines and prohibits illicit connections and non-stormwater discharges from being released into the Town's MS4 or receiving waters. Additional measures are included to allow for inspection, monitoring, elimination, and emergency remediation of these discharges, if necessary. 7.3.4 Enforcement The enforcement plan includes enforcement of the Town's Ordinance, serving notices, warnings, and civil penalties as outlined in the prohibition. Citizens may provide enforcement through a hotline for reporting illegal discharging or accidental spilling. Town of Harrisburg 19 June 2010 Comprehensive Stormwater Management Program Report 7.3.5 Detection and Elimination The Town will attempt to locate facilities, homes, or properties that are unlawfully discharging into the Town's MS4. The Ordinance grants the Town the right to enter a private property and further investigate, monitor, test, or sample discharges from the property, in order to confirm a violation. In the event that illegal discharge is detected, the owner will be notified of the detected illegal discharge with remedial action to be taken and a time frame to complete. The Town considers the Illicit Discharge Detection and Elimination Program (IDDE) to be a significant control in further degradation of receiving waters. The outfall and natural resource identification component, response hotline for illegal discharging, cross training of Town staff, and dry weather screening will assist in identifying source problems as well. 7.3.6 Non-Stormwater Discharges The Ordinance lists several non-stormwater discharges that, when properly managed, will ensure no potential pollutants are present, and can be discharged into the MS4 and waters of the Town. They include potable water line flushing, uncontaminated pumped groundwater and other discharges from potable water sources, landscape irrigation and lawn watering, diverted stream flows, rising groundwater, groundwater infiltration to the storm drain system, uncontaminated foundation and footing drains, uncontaminated water from crawl space pumps, air conditioning condensation, springs, occasional individual residential car washing, flows from riparian habitats and wetlands, dechlorinated swimming pool discharges, street wash waters, and flows from fire fighting. 7.3.7 Other Incidental Stormwater Discharges The Town has not made an assessment of discharges that may be allowed in the Town's MS4 and characterized as incidental stormwater. If incidental discharges are identified, the Town's Ordinance will include Town of Harrisburg 20 June 2010 Comprehensive Stormwater Management Program Report these incidental stormwater discharges and will be reviewed by the public and the Division of Water Quality (DWQ) before adoption. 7.3.8 Outreach Several public education and good housekeeping elements will be dedicated to educating citizens and employees about the environmental impacts of illicit discharges. Storm water educational pamphlets at public locations, Town website, and education at public events will provide an effective and broad line of communication to citizens and business operators, encouraging them to address illicit discharges before they become a liability. The Town's Stormwater Manual includes guidance for the public on preventing and reporting accidental discharges to the MS4. In addition, an in-house training tool has been developed for Town staff to receive and direct reports on spills and discharges to the MS4. The Town will continue to train staff with this tool. 7.3.9 Decision Process The Town's main objectives of an IDDE program are to update outfall mapping, continue prohibitions for discharge of pollutants, and maintain a program to enforce the prohibitions. These three components grant the Town an effective and legal means of removing illicit connections and preventing illegal discharges in light of voluntary public participation. 7.3.10 Evaluation The Town considers the IDDE program to be a component on which success can be calculated and promoted on behalf of the stormwater program. The Town is exploring the collection of baseline data for comparison with IDDE efforts in respective areas. Success will be measured in numbers of illicit connections removed, increased use of hazardous waste facilities, and improvement on baseline numbers over the permit period. Town of Harrisburg 23 June 2010 Comprehensive Stormwater Management Program Report 7.5 Post -Construction Stormwater Management in New Development and Redevelopment 7.5.1 BMP Summary Table Table 7-4 on page 28 lists the BMP Summary Table for this stormwater program measure. 7.5.2 Non -Structural BMPs NPDES Phase II stormwater control regulations are recorded in the Town's Stormwater Quality Ordinance. The policy states that all: • Development that cumulatively disturbs more than 10,000 square feet and or is part of a larger common plan of development or sale that cumulatively disturbs more than 10,000 square feet must comply with the provisions of this Ordinance • Redevelopment that cumulatively disturbs more than one acre or is part of a larger common plan of development or sale that cumulatively disturbs more than one acre must comply with the provisions of this Ordinance The main stormwater controls recorded in the Ordinance include: • The post development runoff rate for the 1- and 10-year design storm conditions must be detained to pre -development levels, unless a maximum discharge rate was adopted for the applicable drainage basin. • Post development BMPs shall control and treat at a minimum, the stormwater runoff volume from the first one (1) inch of rain. Runoff volume drawdown time shall be a minimum of 48 hours, but not more than 120 hours. • All structural stormwater treatment systems used to meet the requirements of the program shall be designed to have a minimum of 85% average annual removal for Total Suspended Solids; Town of Harrisburg 24 June 2010 Comprehensive Stormwater Management Program Report The Town has in place and will maintain their extensive development review process that includes the following elements: • Concept Plan Consultation • Stormwater Plan Submittal and Review • Signed BMP Operations and Maintenance Agreement • As -Built Inspection and Survey of BMPs and Stormwater Systems • BMP Inspection Tracking Developments legally required by the Ordinance must comply with this process and is elements. The process is effective in identifying problematic issues within proposed development ahead of design. The Town maintains and updates periodically a Stormwater Management Manual that provides additional guidance on purpose of the program, plan development and submittal process, design standards, BMP and stormwater system maintenance, and illicit discharge detection and elimination. Included in the Manual are BMP maintenance schedules and checklists, stormwater plan submittal form, plan review checklists, inspection checklists, BMP operations and maintenance agreement, and BMP inspection forms. The Town maintains and enforces the requirement for riparian buffers along perennial and intermittent streams where qualifying development is proposed. The buffers for perennial streams are 50 feet plus an additional amount based on slopes. The same buffer measures exist for intermittent streams except the base width is 35 feet. These buffer widths are undisturbed areas measured from the top of banks for both sides. Several developers have proposed green infrastructure and low impact development types of components to their project. While the Town does not have an overarching "green" or sustainable directive, the Stormwater Department is open to these initiatives on a project by project basis. There is no formal process for requiring this type of development but the development plan review process provides early interaction and feedback for projects of this nature. Where alternative BMPs, site designs or green infrastructure are identified early, the Town evaluates these opportunities with current zoning, land use and utility requirements for exception. In addition, the Town will continually investigate its own policies and practices for opportunities for green infrastructure where appropriate and all other municipal objectives are met. The Cabarrus Health Alliance (CHA) is the local authority in permitting on -site wastewater systems. The Town will coordinate with CHA to ensure proper oversight is being performed on on -site wastewater systems in the Town's jurisdiction. The Town will keep a record of all new systems installed following permit issuance. 7.5.3 Structural BMPs The Town references the State's Stormwater BMPs as a guidance document for developers to select and design BMPs. The Town may document this reference in the stormwater control ordinance (Ordinance) but also reserves the right to reject any of the listed BMPs should they be considered detrimental to long term water quality protection. In addition, the Town may approve additional BMPs not referenced in the Manual where they may provide treatment of stormwater pollution or promote a more sustainable stormwater management process. 7.5.4 Regulatory Mechanism The Town maintains an Ordinance that governs regulations for new and redevelopment within the Town's jurisdictional area. The Ordinance provides policies for quality control of storm water, protection of areas surrounding receiving waters, submittal process, permit requirements, BMP use and operation, and related Town services regarding storm water. This Ordinance includes illicit discharge prohibition. 7.5.5 Operation and Maintenance To ensure long term operation of BMPs, the Town has developed a BMP inspection program. The program requires BMP owners to sign BMP Operation and Maintenance agreements prior to approval of stormwater plans and permitting. Annual inspections by a North Carolina registered professional engineer are a requirement. In addition, the Town has a BMP tracking process that provides real-time reporting on upcoming and Town of Harrisburg 26 June 2010 Comprehensive Stormwater Management Program Report delinquent inspections. The Town's Manual also provides inspection and maintenance forms for use by BMP owners. 7.5.6 Decision Process The Town maintains a compliant Phase II program addressed at meeting the minimum measures with practices and procedures developed from historical knowledge and local application. The Town will continue to maintain the Post Construction program at a compliant level and identify opportunities to expand the program and address water quality protection where possible. The next five years will represent a period of significant growth for stormwater management both possibly in funding and policy on management of impacts and level of service. Water quality protection will play a key role in this growth. The Town currently identifies strategic opportunities for water quality management and will continue to do so till more comprehensive efforts can be financially established at sustainable levels. This element includes much communication and interaction with the public and development community to drive programming that meets local expectations and addresses environmental needs; therefore, review of the processes and inputs from the public are measurable goals to streamlining the tasks on both ends. 7.5.7 Evaluation Measurable goals for the post -construction runoff control program will be the continual implementation of each BMP for permit period. Other evaluation of the program will be provided by the public who may voice improvements on the processes. In addition the Town owns and operates two fire station locations. The Town does not own any property subject to Industrial Phase II regulations. 7.6.3 Training The Stormwater staff has developed an in-house training tool on pollution prevention and better operations management for the Town's employees. This training is provided to new staff upon employment and existing staff on a biennial basis or more frequently as needed. 7.6.4 Maintenance and Inspections The Stormwater staff has developed brief Stormwater Pollution Prevention Plans (SWPPP) for municipal facilities and operations. The SWPPPs identify opportunities to reduce waste and prevent the possibility for continued occurrence of pollution. The SWPPPs will be updated to address changes at facilities and municipal operations. 7.6.5 Vehicular Operations The Town operates vehicle related operation centers and parking lots. Where the Town operates such facilities, an evaluation will be performed to identify services or activities that may generate waste or the potential for stormwater contamination. If a deficiency in performance or structural control exists, the procedure or facility will be retrofitted or modified. A pollution prevention plan will be developed and reviewed periodically to ensure its relevance to current activities and controls. 7.6.6 Waste Disposal The County operates several waste disposal facilities such as landfills, a household hazardous waste facility, recycling convenience centers, and used battery drops. To ensure proper disposal of certain wastes, the Town will train its staff in the location of these facilities and their waste acceptance practices. It also would be beneficial to provide signage near the temporary waste collection devices regarding the location and acceptance practices for those who can take advantage of these facilities. 7.6.9 Other Evaluations There are no other aspects being evaluated at this time. 7.6.10 Evaluation The Town will perform a self evaluation to ensure it is doing its part to reduce stormwater pollution. Objective goals for this evaluation will include obtaining high levels of participation in employee training and general employee environmental awareness. However, the most evaluative measure will be more aesthetic looking and managed facilities and surrounding grounds.
