HomeMy WebLinkAboutNCS000513_Good House Keeping Training_20220506HARRISBURG TOWN HALL -41 Co-- Harrisburg g NC Tht, right Side o f off ortuout y Pollution Prevention and Good Housekeeping Presented October 28, 2021 Learning Objectives • Understand what could lead to pollution on our Town facilities • Understand Good Housekeeping policies • Respond appropriately to issues on the yard that could contribute to non- stormwater discharges to the MS4 • Be a good steward of the Town's permit obligation and maintain good order at our shop and at Town facilities What is Pollution Prevention and Good Housekeeping? • Operation and maintenance program to minimize pollutants in stormwater from municipal operations • Includes: o Spill response o Fertilizer Management o Vehicle and Equipment maintenance o Pavement management ��► HarrisburgNc Clean Water Act NPDES MS4 Storm Water Permit Pollution Prevention and Good Housekeeping harrisburgnc.org Good Housekeeping at Facilities and in the Field • Facilities o Store reasonable quantities of materials o Maintain conveyable materials under cover and away from precipitation o Use spill containment devices when storing fluids o Perform work in bays and areas draining to sumps, controls, or sewer o Stockpile and use spill cleanup materials Good Housekeeping at Facilities and in the Field • Field Activities o Maintain good working equipment to limit spills and leaks o Secure and use appropriate containers for transporting fluids o Place spill berms around working areas or inlets downstream of activities o Practice sediment control and limit erosion o Stockpile and use spill cleanup materials o Thoroughly clean up working areas at the end of the day What are the requirements for the Operation and Maintenance Plan? • Maintain inventory of facilities • Perform inspections and routine maintenance • Establish documentation • Provide staff training What are the pollutants we are trying to limit/remove from our sto rmwate r system? • Excess fertilizers, herbicides, and insecticides • Oil, grease, and toxic chemicals • Sediment • Salts for acid mine drainage and irrigation • Microorganisms and nutrients from livestock, wildlife, and faulty onsite wastewater systems (think nitrogen & phosphorous) • Atmospheric depositions Spill Response • Materials that we store on site have the potential to contaminate stormwater if spilled • The Town maintains written spill response procedures and provides spill response training • Know what materials you are working with!! • Know where your spill kit is!! • Keep spill kits accessible!! Question: What is the best way to deal with a chemical spill? Prevent it!! Best way to deal with it is to not have a spill. Be aware of the materials you are working with and around. Stay alert. What are the four critical steps to respond to a spill? (THE FOUR C'S) 1. Communicate! o Immediately notify others in the area. Evacuate if the situation warrants it. 2. Control the spill o Close valve/ right container. o Don appropriate safety equipment (gloves/ safety glasses/ respirator) o Increase ventilation (if applicable) 3. Contain the spill o Keep it from spreading to floor drains o Spread appropriate absorbent material (if applicable) 4. Cleanup the Spill o Remove and properlydispose of material in its specified manor for disposal o Label accordingly o Wash your hands What's wrong with this Picture? Concrete should be washed out in a concrete washout area Concrete contains heavy metals and significant amounts of sediment - it is alkaline and corrosive. Will have a very negative impact on fish and aquatic organisms. Storm drain protection needed around inlets where washout occurs Much better.
