PROJECT SUMMARY: The applicant proposes to construct a private docking facility to accommodate nine vessels adjacent to the AIWW, in Masonboro Sound. ,~ Robert O. Hill, Jr. Page 2 9. PROJECT DESCRIPTION: The project site is located at 7919 Masonboro Sound Road in New Hanover County. The property is adjacent to the Atlantic Intracoastal Waterway (AIWW)/Masonboro Sound and is approximately 2 miles south of the mouth of Hewletts Creek and approximately 0.3 miles north of the mouth of Whiskey Creek. The high ground property is approximately 450' wide by approximately 1,500' deep, or approximately 6.6 acres. The tract averages approximately 10' above mean sea level. Existing highground development on the tract includes a gravel driveway, a single car garage and asingle-family dwelling, which is currently under construction. Highground vegetation consists of grasses, hardwoods and other woody species including: Oak, Pine, Dogwood, Maple and Magnolia. The property then transitions into high marsh, which includes coastal and §404 Wetlands including: Sea Oxeye (Borrichiafrutescens), Grounsel-bush (Baccharushalimifolia) and Black Needle Rush (Juncus roemarianus). Between the edge of high marsh and the AIWW there is an approximately 800' wide expanse of low marsh Coastal Wetlands dominated by Smooth Cordgrass (Spartina alterniflora). There is an existing ditch, approximately 750' in length located on the northern end of the property. As a result of the ditching there is an existing highground peninsula that runs approximately 830' towards the AIWW. A wooden bulkhead stabilizes the terminal end ofthe peninsula. The application states that the northern property line is located in the center of the peninsula. Highground vegetation of the peninsula consists of Live Oaks (Quercus virginiana). A narrow fringe of coastal wetlands consisting primarily of Smooth Salt Marsh Cordgrass (Spartina alterniflora) borders the peninsula. The AIWW adjacent to the applicant's property averages approximately 741' in width. Approximately 170' into this open water area from the western edge of marsh is a sandbar with an elevation of approximately +2.5' Mean Low Water (MLW), with the actual MLW contour extending approximately 180' waterward from the edge of marsh. Approximately 350' north of the applicant's property is an existing private pier located at 7901 Masonboro Sound Road, issued to Mr. Russell LaBelle. The pier extends approximately 360' into the adjacent waterbody. There is also a community pier at Dalkeith Subdivision, approximately 300' north of Mr. LaBelle's property. The Dalkeith HOA pier extends into the waterbody approximately 350' and terminates approximately 112' from the near-bottom edge of the federally maintained channel. The Wilmington-New Hanover County Land Use Plan classifies the area as Conservation. The waters of Masonboro Sound are classified as SA-ORW by the Division of Water Quality. The area is designated as a Primary Nursery Area (PNA) by the Division of Marine Fisheries and is OPEN to the taking of shellfish. PROPOSED PROJECT: The applicant proposes to construct a private docking facility to accommodate nine (9) vessels adjacent to the AIWW, in Masonboro Sound. The pier would extend from the highground towards the AIWW a distance of 1074' in length by 6' in width. The pier would then terminate onto two (2) 10' in length by 10' in width turnaround platforms over open water. One would be located on each side of the pier. Waterward of the turnaround platforms would be a 48' in length by 51' in width main platform. Located on the center of this platform footprint would be a gazebo 23' in length by 23' in width. Two (2) gangway ramps would be located on the eastern side of the main platform, which would each lead onto a 45' in length by 8' in width floating docks. One floating dock would be located on the northern side; the second would be constructed on the southern side of the main platform. Both would be aligned perpendicular to the shoreline and channel. Six (6) mooring pilings would be installed, three (3) located off each side of the floating docks a distance of approximately 20'. ,, ,, Robert O. Hill, Jr. Page 3 Located waterward of these floating docks and the main platform, a floating dock 72'in length by 10' in width would be constructed parallel to the shoreline and channel. Four finger piers, 30' in length by 6' in width, would extend towards the AIWW from this floating dock, approximately 16' apart. Five (5) boatlifts, approximately 13' in length by 13' in width, would be installed between and outside these finger piers. The structure would provide docking space for up to nine (9) vessels. The total length of the structure, measured from mean high water, would be approximately 1,174'. The structure would extend approximately 200' past the MLW contour. The landward end of the floating docks would have approximately 5' of water depth at MLW, with approximately 14' of depth at the waterward end (See Sheet 4 of 4). 10. ANTICIPATED IMPACTS: The project as proposed would result in the shading of 5,040 sq. ft. of Coastal Wetlands, consisting primarily of Smooth Cordgrass (Spartina alterniflora), and would incorporate approximately 5,427 sq. ft. of Public Trust Area. The project, as proposed, would extend approximately 335' into a waterbody that averages 741' across within the applicant's riparian corridor. This proposed length is approximately 150' longer than the current one-fourth rule allows. The pier would terminate approximately 100' from near-bottom edge of the federally maintained channel, can be constructed within the applicant's. riparian corridor, and will not extend beyond the established pier length along the same shoreline for similar use. As of August 1, 1998, under individual permits, "T"s, finger piers, platforms, and decks must not exceed a combined total area of 4 sq. ft. per linear foot of shoreline. The proposed T-head and floating docks would have a combined square footage of 4,576, which is under the total allowable square footage given, based on the applicant's shoreline length.
