Division of Water Resources' Central and Regional staff has reviewed the application package
received February 14, 2022. However, additional information is required before the review may be
completed. Please address the items on the attached pages no later than the close of business on June 1,
2022.
Please be aware that you are responsible for meeting all requirements set forth in North Carolina
rules and regulations. Any oversights that occurred in the review of the subject application package are
still the Applicant's responsibility. In addition, any omissions made in responding to the outstanding items
in Sections A through 1, or failure to provide the additional information on or before the above requested
date may result in your application being returned as incomplete pursuant to 15A NCAC 02T .0107(e)(2).
Please reference the subject application number when providing the requested information. All
revised and/or additional documentation shall be signed, sealed and dated (where needed), with an

E. Detailed Plans and Specifications:
In accordance with 15A NCAC 02T .1104(a)(2)(A), engineering plans for the facility shall be
provided for the facilities and equipment that are directly tied into the new units or necessary to
understand the complete process. Item E in the Instruction Form for DCAR states that this shall
include a general location map, a topographic map, plan and profile view of the residuals treatment
and storage units, and detail drawings of all items pertinent to the residuals treatment and storage
units.
Plans were provided for pipe supports and the pump base places/supports. However, plan and
profile views of the recirculation pumps, piping and eductors in each tank were not provided to
verify the hydraulics calculations, nor were detail drawings. Please provide a discrete plan set that
is signed, dated and sealed by a NC Professional Engineer per 15A NCAC 02T .1104(a).
2. In accordance with 15A NCAC 02T .1104(a)(2)(B), specifications describing materials to be used,
methods of construction (including construction sequence), and means for ensuring quality and
integrity of the finished product shall be provided. Please provide specifications that are signed,
dated and sealed by a NC Professional Engineer per 15A NCAC 02T .1104(a).
F. Engineering Calculations:
1. It was noted that the previous recirculation pump was sized for a differential pressure of 50 PSIG,
based on the fluid dynamic model provided by Novozymes and verified with the vendor. The
recirculation pumps proposed in this permit are rated at a differential pressure of 40 PSIG. What is
the reasoning for the difference in pressures used for pump sizing in each set of calculations?
2. How was the 8.69 mLC net positive suction head calculation for the tank A/B pump hydraulics
calculated? In the suction side calculations, it is calculated as 9.3 meters of liquid column in item
M.S, but changed to 8.7 mLC in M.6.

In accordance with 15A NCAC 02T . 1 104(a)(2)(C), all new and expanding residuals treatment and
storage facilities shall provide engineering calculations which include unit sizing criteria, total
dynamic head and system curve analysis for each pump. Hydraulics calculations were provided,
but the pump curve analysis was not performed. This analysis shall include pump selections and
the manufacturer's information for each pump used, including pump curves. This shall be signed,
dated and sealed by a NC Professional Engineer per 15A NCAC 02T . 1104(a).
