Monroe, Owner 5111 Mockingbird Rd Greensboro, NC 27406 NORTH CAROLINA Environmental Quality April 25, 2022 SUBJECT: Compliance Evaluation Inspection Monroe's Mobile Home Park Wastewater Treatment Plant NPDES Permit Number NC0055913 Guilford County Dear Mr. Monroe: Mr. Ron Boone, of the NC Division of Water Resources (NCDWR), Winston-Salem Regional Office (WSRO), conducted a compliance evaluation inspection of the Monroe mobile home park wastewater treatment plant, on March 23, 2022. Mr. Boone met with Bradley Flynt, Operator in Responsible Charge (ORC). His assistance and cooperation was greatly appreciated. Inspection findings are detailed in the attached Water Compliance Inspection Report and summarized below. - The plant is old and dilapidated and requires much attention to keep it operational. - It appears that very little is spent for maintenance and repair of the facility. - The aeration basins have, what appears to be, a very thick, heavy layer of sludge/scum floating on the surface and covering approximately 80 percent of the surface area. The operator stated that it's difficult to control but does not appear to adversely affect the plant's effluent quality. The effluent quality on the day of the inspection looked clear, colorless, and odorless, although this represents only a snapshot in time and visual inspection is not a dependable method of judging water quality. - The backup power generator is not currently operational due to lack of a battery. A battery should be acquired, and the generator always maintained operational. - All reviewed documentation was compliant and all required documentation was readily available, complete, and current. Please be aware that the Division may take enforcement action against any permittee who fails to comply with any requirement of their permit. Pursuant to NC General Statute (NCGS) 143-215.6A, a civil penalty of not more than twenty-five thousand dollars ($25,000.00) may be assessed against any person who violates or fails to act in accordance with the terms, conditions, or requirements of any permit issued pursuant to G.S. 143-215.1.
