Dear Mr. Amos:
A request for an Authorization to Construct (ATC) was submitted on behalf of your
company on January 5, 2004, by Mr. James R. Proctor, Environmental Specialist. The design for
this project has been reviewed and found to be satisfactory. Authorization is hereby granted for
the following:
• The addition of tablet dechlorination for Outfall 002 (via basket -type mechanism),
• The addition of tablet dechlorination for Outfall 003 (via basket -on -chain type mechanism),
• and any additional appurtenances association with the dechlorination designs for Outfalls
002 and 003.
The Division of Water Quality approves this project in terms of compliance with NPDES
limits. However, this design is atypical for dechlorination. Should INVISTA experience
compliance problems with the total residual chlorine limits for Outfalls 002 and 003, then
alternate methods for dechlorination may need to be used at the plant.
This Authorization to Construct is issued in accordance with NPDES Permit No.
NC0003760 issued March 10, 2003, and shall be subject to revocation unless the wastewater
treatment facilities are constructed in accordance with the conditions and limitations specified in
the permit.
The sludge generated from these treatment facilities must be disposed of in accordance
with G.S. 143-215.1 and in a manner approved by the North Carolina Division of Water Quality.
In the event that the facilities fail to perform satisfactorily, including the creation of
nuisance conditions, the Permittee shall take immediate corrective action, including those as may
be required by this Division, such as the construction of additional or replacement wastewater
treatment or disposal facilities.
The Washington Regional Office, telephone number (252) 946 - 6481, shall be notified
at least forty-eight (48) hours in advance of operation of the installed facilities so that an in -place
inspection can be made. Such notification to the regional supervisor shall be made during the
normal office hours from 8:00 a.m. until 5:00 p.m. on Monday through Friday, excluding State
Holidays.

Upon classification of the facility by the Certification Commission, the Permittee shall
employ a certified water pollution control treatment system operator to be in responsible charge
(ORC) of the water pollution control treatment system. The operator must hold a certificate of the
type and grade at least equivalent to or greater than the classification assigned to the water
pollution control treatment system by the Certification Commission. The Permittee must also
employ a certified back-up operator of the appropriate type and grade to comply with the
conditions of Title 15A, Chapter 8G, .0202. The ORC of the facility must visit each Class I facility
at least weekly and each Class II, III, and 1V facility at least daily, excluding weekends and
holidays, and must properly manage and document daily operation and maintenance of the facility
and must comply with all other conditions outlined in Title 15A, Chapter 8G, .0204. Once the
facility is classified, the Permittee must submit a letter to the Certification Commission which
designates the operator in responsible charge within: (A) Sixty calendar days prior to wastewater
being introduced into a new system or (B) within 120 calendar days of the following, (i) after
receiving notification of a change in the classification of the system requiring the designation of a
new ORC and back-up ORC or (ii) a vacancy in the position of ORC or back-up ORC.
A copy of the approved plans and specifications shall be maintained on file by the
Permittee for the life of the facility.
The Operational Agreement between the Permittee and the Environmental Management
Commission is incorporated herein by reference and is a condition of this Permit. Noncompliance
with the terms of the Operational Agreement shall subject the Permittee to all sanctions provided
by G. S. 143-215.6 for violation of or failure to act in accordance with the terms and conditions of
this Permit.
Failure to abide by the requirements contained in this Authorization to Construct may
subject the Permittee to an enforcement action by the Division of Water Quality in accordance
with North Carolina General Statute 143-215.6A to 143-215.6C.
The issuance of this Authorization to Construct does not preclude the Permittee from
complying with any and all statutes, rules, regulations, or ordinances which may be imposed by
other government agencies (local, state, and federal) which have jurisdiction.

I talked to Ms. Susan A.Wilson on Friday the 19th of December 03 about the use of
dechlorination tabs on outfall 002 & 003. I was instructed that there was not a provision
for fast trak approval on the use of tablets and that there had been recent interest from
other facilities about the use of the product.
The use of dechlorination tablets is on two low flow, non -contact cooling and steam
condensate streams.
O utfal 1 characteristics:
• Flow: .012- .024 MGD
• Chlorine: .40-.30 Mg/L
• pH: 6.80- 7.80
At present our permit says monthly testing as of Jan. 04 with a limit of 17 ug/L.. This can
be met with 2-3 tablets a day in each outfall out of a feed basket in 002 & 003. The
operators (we have 24-hr. coverage) would add the chemicals every morning on their first
round of the facilities. The operator could do a daily test using the field colormetric unit
to verify .00 Mg/L. Then we would follow this up with our monthly testing of the outfall.
If the flow to 002 & 003 was higher I t would be more cost effective to go with liquid but
at this time we feel the tablets are better suited to the low flow/ low level chlorine.

DuPont has submitted a request to use dechlorination tabs for the main discharge 001. A request
to "add the leachate generated from the consolidation of the sludge within the Ash Landfill" is
mentioned The letter does not specify where they want to send the leachate, however I assume they are
talking about 001 also.
I have no problem using dechlorination tabs for the 001 discharge and recommend the request be
granted However, there is not enough supporting information on which to make a recommendation
regarding the Ash Landfill leachate.

Thanks James - I am finally back looking at it again. If you're in tomorrow (Friday), can
you try and call me around 8:30? or really any time between 8 or 9. I may be in earlier if
you'd like to try after 7:30. If that's not good for you, try around 11 am or 2 pm. Just have
a quick question for you. I'll proceed forward with this, but likely put some clause in
saying if DuPont (Arteva) cannot comply with the chlorine limit - they may need to switch to
another form of dechlorination with greater control ability; meaning - if the tablet dechlor
doesn't provide consistent treatment you may need to switch to some type of drip feed. I'm
just putting the out -clause in because of the somewhat unconventionality of the tablet
system (esp. re. the basket on chain system). It may work just fine - but I'm not sure.
Also - I guess I will issue this ATC permit to DuPont with a provision that they will soon be
acquired by Arteva- since we haven't gotten the paperwork in for the name/ownership
change yet? If this will cause ya'll some problems - let me know.
