4. Project Description and History
4a.Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:*
The project study area(PSA)lies in the Piedmont Physiographic Province of North Carolina in the City of Mount Airy,Surry County,NC.The PSA lies along the Ararat River and is mainly
disturbed land along an existing sewer line ROW surrounded by commercial buildings along the north side of the Ararat River.The greenway alignment also parallels two floodplain levees
(Riverside/Linville Roads Levee-System ID No.6105005001 and the Quality Mills Levee-System ID No.6105005002)constructed by the Civil Works Division of the US Army Corps of
Engineers in 1987.The sewer line corridor and the levees are maintained on a routine basis.Topography in the project area is generally flat rolling terrain with a topographic low of 1,010
feet above mean sea level to a topographic high of 1,042 feet above mean sea level.

The purpose of the proposed greenway extension project is to improve recreational opportunities and provide a safe ADA compliant trail for cyclists and pedestrians along the Ararat River.
4i.Describe the overall project in detail,including indirect impacts and the type of equipment to be used:*
The City of Mount Airy proposes to extend the Granite City Greenway Trail.The project entails the construction of a new 10-foot wide paved greenway trail from Riverside Park to
Riverside Drive(NC 104)just south of Old Springs Road.Much of the trail will follow along a sewer line ROW along the Ararat River.The proposed trail will cross over the Quality Mills
Levee(System ID No.:6105005002)wall/berm,north of Riverside Park and proceed in an easterly direction along the top of the levee wall/berm to the abandoned railroad tracks and
proceeds cross country along an existing sewer line,turning north under the NCDOT bridge on Linville Road,and proceeds along the floodplain along the Ararat River below the
Riverside/Linville Levee(System ID No.:6105005001)berm and then turns in a northwesterly direction to the end of the project near Riverside Drive.Indirect impacts associated with
implementation of the project should be minimal.Extension of the greenway should not promote additional development along the project corridor due to limited real estate.Excavators,
bulldozers,graders,dump trucks,pavers,water pumps,sand bags,diversion pipe,and various hand tools may be used to accomplish the work.

The next phase of the greenway trail going north will be be along Riverside Drive terminating at the Jones Intermediate School.The length of the project extension would be approximately
0.80 mile.For the final phase of the project,the City proposes to loop the greenway trail back west across town and make a downtown connection.In 2018,a feasibility study was
conducted to study alternatives to connect the Emily B.Taylor Greenway along Lovill's Creek to the Ararat River Greenway.Four alternatives were developed to connect the greenways;
however,the"preferred"alternative has yet to be determined.

Most of the project follows an already disturbed and maintained sewer line corridor as well as along the two floodplain levees adjacent to the Ararat
River.Impacts to jurisdictional streams and wetlands will be limited to the maximum extent practical,as well as,cut and fill slopes to maintain stability for
this ADA compliant greenway trail.

lb.Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques:
All instream work will be performed in a"dry"work area utilizing approved BMP measures such as sand bags,rock berms,cofferdams,and/or other
temporary flow diversions to prevent excavation in flowing water.Appropriate sedimentation and erosion control measures will be installed prior to soil
disturbance and maintained as the project progresses according to the NCDEMLR approved sedimentation and erosion control plan.

Start of Study scoping letters were sent to the various resource agencies and stakeholders requesting comments and concerns regarding the project.
We only received four comments in return,which included the US Fish and Wildlife Service,the NC Division of Water Resource,the NC Wildlife
Resources Commission,and the NC State Historic Preservation Office.These comments were incorporated into the preparation of the NRTR and
Minimum Criteria Determination Checklist(MCDC)document for this project.Since this project resulted in minimal impacts to the natural environment
and met requirements of the NCSHPO and the USFWS regarding threatened and endangered species,submittal to the State Clearing House is not
required.
