The Division has prepared a response to your request for speculative limits at 12.5 and 15.0 MGD. The speculative limits were developed based on our understanding of the proposal in addition to our understanding of present environmental conditions at the proposed discharge location. The Division of Water Quality (DWQ) can not guarantee that an NPDES permit will be issued at the proposed location. Final decisions can only be made after the Division receives and evaluates a formal permit application for the Town's proposed discharge. Environmental Assessments of New Projects Please be aware that you will be required to evaluate this project for environmental impacts before a permit can be issued. Anyone proposing to construct new or expanded waste treatment facilities using public funds or public (state) lands must first prepare an environmental assessment (EA) when wastewater flows (1) equal or exceed 0.5 MGD or (2) exceed one-third of the 7Q10 flow of the receiving stream. DWQ will not accept a permit application for a project requiring an environmental assessment until the Division has approved the EA and a Finding of No Significant Impact (FONSI) has been sent to the state Clearinghouse for review and comment. If an Environmental Assessment is required, it should contain a clear justification for the proposed facility. It should provide an analysis of potential alternatives, including a thorough evaluation of non -discharge alternatives. Nondischarge alternatives or alternatives to expansion, such as spray irrigation, water conservation, inflow and infiltration reduction or connection to a regional treatment and disposal system, are considered to be environmentally preferable to a surface water discharge. Facility Notes for the Town of Monroe (NC0024333) MEMORANDUM TO: WLA File FROM: Jeff Myhra DATE: June 23, 1998 SUBJECT: Speculative Limits Development (NC0024333) Facility Information: Qw proposed = 12.5 or 15 MGD Richardson Creek 03-07-14 Stream Information: Station Number: 0212524845 Richardson Creek below Joe's Branch near Monroe Summer 7Q,o = 0.43 cfs Winter 7Q,o = 1.0 cfs 30Q, = 1.8 cfs DA=71.1 mil A request was sent to Curtis Weaver of USGS to confirm that stream information identified above was the most recent data available (the data at station number 212524845 was prepared by USGS in 1989). On July 2, 1998, Mr. Weaver confirmed that the information listed above was the most up-to-date information available. Based on the confirmation of flow characteristics, a model was run to assist in assigning limits for the expanded flow. The following assumptions were used in the development of the speculative limits request: • Long-term BOD analysis for the Monroe WWTP was prepared in July 1995 (a copy of the report findings is attached to this report summary). A multiplication factor of 9.15 for CBOD/BOD, was calculated using the data outlined in this report. It was determined that this multiplication factor was excessively high so a model was run using 1/2 of this value (4.64) as well as the full value of 9. These multiplication factors were used for CBOD in the model and stoich. Ratio of 4.5 for NBOD. A model was using both multiplication factors. The model run with a multiplication factor of 4.64 indicated that the DO standard would not be violated. The model run using a multiplication factor of 9 indicated a violation of the stream standard. • Due to documented dissolved oxygen (D.O.) problems upstream and downstream of the facility, the model was run to protect for D.O. at 4.8 mg/1 (this data was used in previous models). The D.O. upstream and downstream of the facility is summarized in the attached table. It appears that the downstream D.O. levels have improved over the past two years. • An analysis of the upstream data was performed to address the default stream characteristics used in the model (the analysis of upstream data showing the 75 percentile information is attached). The default DO saturation calculated by the model was determined to be more stringent that the data calculated using actual Speculative Limits Development (NC0024333) Page 2 of 2 • upstream temperature data for three years. The instream CBOD value calculated by the model (default is 2) was changed based on the analysis of upstream BOD values. The CBOD value was changed to 6.8 (see attached summary). A model was run using this information along with a multiplication factor of 9. The results indicated a violation of the DO standard. The facility is currently operating at 9 MGD and they are permitted to increase the capacity of the plant to 11 MGD. The facility was given limits of 5 and 2 at the time they requested a flow increase to 9 MGD. In 1996, the facility requested a modification to the BOD, limit. They requested that the BOD, limit be raised to 7.25 mg/1 in exchange for NH,-N limit being lowered to 1.0 mg/1 during the summer months. Also, they requested the BOD, limit be raised to 14.5 mg/1 in exchange for a NH3-N limit being lowered to 2.0 mg/1 during the winter months. Based on the above information an administration decision was made and speculative limits were developed for the facility based on BAT. Several models were run for each requested flow increase (copies of the results are attached). Each model was run to protect for 5.0 mg/1 BOD,, 1.0 mg/I NH,-N and 6.0 D.O.
