The Town of Scotland Neck is planning to amend its
201 Facilities Plan within the next several months such
that it will be in accordance with current regulations.
This is necessary for the Town to obtain the Federal grant
allocated for construction of the proposed wastewater treatment
facilities in FY86.
Although the proposed facilities have been designed
and approved, it is desired to have the effluent limitations
re-evaluated while the 201 Plan engineering amendment is
being prepared. Any changes in the limits can be reflected
in the plan amendment.
Please complete the re-evaluation of the effluent limits
for the Scotland Neck wastewater plant discharge for the
following flow rates:
0.4 MGD (0 0.9 MGD(C)
0.6 MGD (0

SUBJECT: Scotland Neck, NC
Wasteload Allocation
Project No. C370484-01
This is to request an update and/or re-evaluation of the effluent
limits for the existing wastewater discharge point for the Town of
Scotland Neck. The projected flow is 0.600 mgd. This is requested
due to the fact that Scotland Neck is projected for funding in F.Y. 86
and a 201 amendment is required. The current limits are 5 and 2.
In addition, it is requested that consideration be given to a
swamp discharge since the current limits are so stringent.
Your expeditious review of this request will be appreciated -
say two to three weeks.

SUBJECT: Scotland Neck 201 Update
In response to your request, I have reviewed the effluent limits
for Scotland Neck's WWTP. Attached is a tabulation of these limits.
Please note that effluent limits have been determined at a site 1300
feet below the current outfall in addition to at the current outfall.
This was done because of field observations and measurements noting the
swamp -like nature of Canal Creek near its mouth, a modeling analysis,
and the need to fully evaluate Scotland Neck's discharge alternatives.
Based on the recently developed policy regarding wetlands dischargers
and this water quality study, we are not prepared to modify these
effluent limits as has been done with several dischargers to swamp
systems.
Please advise if questions.

ported by data collected during an intensive survey performed by Technical
