Dear Ms. Jackson:
The Division of Water Quality's NPDES Unit has reviewed your request for an Authorization to Construct at
the Scotland Neck WWTP. The Division finds the proposed improvements to be satisfactory and hereby
grants authorization for the following:
• Installation of a new grit chamber (with air lift pump)
• Installation of a new pumping station with sufficient capacity to pump the peak
wastewater flow with one pump out of service. u(C.NPk k

This Authorization to Construct is issued in accordance with NPDES Permit No. NC0062642, issued
July 28, 1997, and shall be subject to revocation unless the wastewater treatment facilities a.re'
constructed in accordance with the terms and conditions of the permit. This Authonz tion to
Construct does not alter the existing permitted flow of 0.675-MGD.
The Permittee shall notify the Water Quality Supervisor of the Raleigh Regional Office, telephone number
(919) 571-4700, at least forty-eight (48) hours prior to operation of the installed facilities, so that an in -place
inspection can be made. Notification shall be made during the normal office hours of 8:00 a.m. until 5:00
p.m., Monday through Friday.
Engineer's Certification
Upon completion of construction and prior to operation of the modified facility, the Permittee shall provide
the Division with a certification (copy enclosed) from a professional engineer registered in North Carolina
certifying that the permitted facility has been installed in accordance with the NPDES Permit, this
Authorization to Construct, and the approved plans and specifications. The Certification should be submitted
to: NCDENR / DWQ, NPDES Unit, 1617 Mail Service Center, Raleigh, North Carolina 27699-1617.
Requirements for Certified Operator
The Permittee shall employ a certified wastewater treatment plant operator to be in responsible charge (ORC)
of the wastewater treatment facilities. The operator must hold a certificate of the type and grade at least

Certification Commission. The Permittee must also employ a certified back-up operator of the appropriate
type and grade to comply with the conditions of Title 15A, Chapter 8G, .0200. The ORC of the facility must
visit each Class I facility at least weekly and each Class II, III, and IV facility at least daily, excluding
weekends and holidays; and must properly manage and document daily operation and maintenance of the
facility and comply with all other conditions of Title 1SA, Chapter 8G, .0200.
Additional Requirements
The Operational Agreement between the Permittee and the Environmental Management Commission is
incorporated herein by reference and is a condition of this Permit. Noncompliance with the terms of the
Operational Agreement shall subject the Permittee to all sanctions provided by G. S. 143-215.6 for violation
of or failure to act in accordance with the terms and conditions of this Permit.
Failure to abide by the requirements contained in this Authorization to Construct may subject the Permittee
to an enforcement action by the Division of Water Quality in accordance with North Carolina General Statute
143-215.6A to 143-215.6C.
The issuance of this Authorization to Construct does not preclude the Permittee from complying with any and
all statutes, rules, regulations, or ordinances which may be imposed by other government agencies (local,
state, and federal) which have jurisdiction.
The Permittee shall maintain a copy of the approved plans and specifications on file for the life of the
facility. One (1) copy of the approved plans and specifications is enclosed for your records.

Review Notes:
Scotland Neck has numerous compliance problems that it is trying to rectify through a series of
treatment plant improvements. This is the first in a series of improvements. According to the
regional office, fixing the headworks (a new bar screen is included in a separate ATC package through
Construction Grants and Loans) and upgrading the clarifier should greatly help Scotland Neck's
compliance. The existing UV system is not working due to problems with solids, and the upgraded
clarifier and grit chamber should help such problems.
The existing grit chamber has been non-functional for a long time. IT consists of a long auger, which
has created numerous maintenance problems. The new design involves no pumps or sidewall
cleaning and reserves all maintenance concerns for above ground. Engineering Services has installed
this design at other small municipal treatment plants with success.
The pump station provides pumping sufficient pump capacity for two of the three pumps to be out of
service for a short period of time; two pumps can handle the peak flow. A telemetry system is
associated with the pump station (with a programmable alarm) and the pump station design includes
emergency lighting and a manual transfer switch to accommodate a portable generator. Spare parts
will be kept on site.
The clarifier upgrade should improve sludge and scum removal by employing scrapers supported_on a
steel frame. Temporary chemical feed will be installed so that the other clarifier on -site can handle
the flow while the first is off-line. Engineering Services is taking measures such as ensuring that all
relevant materials are on -site so that the time that the clarifier is off-line is minimized. It is important
to note that the clarifier mechanism is being replaced but a brand new clarifier is not being built.
