1, James Jason Boyd , as a duly registered Professional Engineer in
the State of North Carolina, having been authorized to observe (periodically/weekly/full time)
the construction of the modifications and improvements to the West Stanly Wastewater
Treatment Plant, located in Stanly County, hereby state that, to the best of my abilities, due care
and diligence was used in the observation of the following construction:
Modification to McCoy Creek influent pump station, installation of one (1)
potassium permanganate feed system for odor control, one (1) influent magnetic
meter vault, one (1) 9 MGD cylindrical bar screen, one (1) 9 MGD aerated grit
removal system, one (1) aeration basin splitter box, one (1) refrigerated sampler,
eight (8) 10 HP floating aerators and eight (8) 7 CFM floating blowers for
aerat�en n, one (1) WAS magnetic meter vault, one (1) 10"x21" downward
opening weir gate and one (1) 18"x21" downward opening weir gate for the
clarifier splitter box, one (1) 75' diameter circular secondary clarifier with 14'
side -water depth, three (3) 1500 GPM vertical turbine effluent pumps for effluent
force main, one (1) 96 GPM vertical turbine effluent pumps for plant water
service, three (3) 625 GPM suction lift RAS pumps, one (1) sodium hydroxide
chemical feed and delivery system for pH control, modification to
chlorination/dechlorination contact tank by raising the top of wall of 2.6', and
demolition of the emergency Outfall 001; in conformity with the project plans,
specifications, and other supporting documentation comprising the ATC Permit
Application package submitted to the Depaitnient of Environmental Quality.
I certify that the construction of the above referenced project was observed to be built within
substantial compliance, intent and in conformity with all applicable regulations and statutes and
the project plans, specifications, and other supporting documentation comprising the
Authorization to Construct Permit Application package.

RE: Final Engineer's Professional Certification for West Stanly West Stanly 1.2 MGD Upgrade Project
Dear Mr. Basinger:
Per Requirements of the SOC WQ S19-003, I am submitting the Final Engineer's Certification for the West
Stanly 1.2 MGD Upgrade Project.
A final inspection by the County, WK Dickson and Haren Construction on March 24, 2022 and all
punchlist items listed with the substantial completion certification were addressed satisfactorily. We
conducted a meeting with Dee Browder with NCDEQ-DWI this morning, on March 31, 2022, concerning
contract close out. There are additional change orders that need to be completed and processed that we
have requested and are within the project's 5% contingency allowance. These remaining change orders
are not a part of the NCDEQ approved construction drawings but needed to improve the facility's
operations and OSHA safety concerns. These items are a tractor purchase to be able to safely transfer
solid waste from the new headworks to a dumpster and additional facility lighting to better work at
night.

We have agreed with NCDEQ-DWI that these items will be completed by May 17th 2022 and the project
close out can occur with completion of all other necessary financing forms. I apologize for my lack of
experience with this specific matter, but would ask if the attached document satisfies all remaining
requirements to fulfill SOC WQ S19-00 Agreement, if so, we will continue to work with NCDEQ-DWI
forward.
