Neuse & Tar-Pamlico Stormwater Rules (.0711 & .0731)
•Original nutrient stormwater rules ~20 yrs ago
•15 local programs in Neuse, 11 in Tar-Pamlico
•Recent revision/readoption –effective April 2020
•Now 30 programs in Neuse, 12 in Tar-Pamlico (4 in both basins)
•New Model Program approved by EMC March 2021
•Local Governments required to submit draft Local Programs in two cohorts:
•26 original rule communities -Sept 2021
•16 newly-added communities –Mar 2022
•Programs require EMC approval prior to local adoption, implementation
•Request to WQC/EMC planned as 3 sets -10-15 programs/set

Rule History and Implementation
Neuse & Tar-Pamlico Stormwater Rules (.0711 & .0731)
•Same Rule structure & coverage between basins
•Codified, clarified requirements from earlier Model Programs
•Similar to Stormwater Rules (low/high density requirements, onsite
stormwater treatment & design criteria, runoff volume match)
•Can use nutrient offsets to meet thresholds not otherwise met by onsite
stormwater treatment
•Revised phosphorus target, Tar-Pamlico
•Address incremental BUA additions
•New nutrient calculation tool; same as Falls, Jordan
•Dropped peak flow regulation, stormwater retrofit ID

Draft programs presented in this set:
•Cary, Durham County, Edgecombe County, Garner, Goldsboro, Orange
County, Oxford, Raleigh, Smithfield, Wake County, Washington, Wayne
County
•9 are Neuse (4 of those are Falls Lake), 3 are Tar -Pamlico
•10 used the MS4-style Local Program template
•2 used the Model Ordinance completely, others some borrowing
•2 have merged NMS with MS4 (Program & Reporting)
•None are CAMA
•All have previous stormwater programs
