Director Via Electronic Mail (joelf@cityofws.org) Mr. Joel Freeman Industrial Waste Control Supervisor City of Winston-Salem 2799 Griffith Road Winston-Salem, NC 27103 NORTH CAROLINA Environmental Quality 4/13/2022 Subject: Pretreatment Review of Industrial User Pretreatment Permit Renewal Program: City of Winston-Salem WWTP: Archie Elledge WWTP - NPDES #: NC0037834 and/or Muddy Creek WWTP — NPDES#: NC0050342 Forsyth County Dear Mr. Freeman: The Municipal Unit of the Division of Water Resources has reviewed the Industrial User Pretreatment Permit (IUP) renewals submitted by the City of Winston-Salem for the following Significant Industrial Users (SIUs). The IUPs were received by the Division on March 15, 2022. SIU # SIU NAME 1155 Hanes Dye & Finishing Company 2014 John Deere Kernersville, LLC 3102 Lantal Textiles, Inc. 3101 Superior Manufacturing Company The review indicates that the IUPs are adequate and meets the minimum requirements of 15A NCAC 2H .0905 and .0916 and 40 CFR 403.8(f)(1)(iii). The allocation table, maintained in the Division's database, has been updated accordingly. Regardless of this approval action today, within 180 days of the effective date of any reissued NPDES permit (or any subsequent NPDES permit modification) the Permittee would be required to submit to the Division a written technical evaluation of the need to revise local limits (i.e., an updated IWS, or documentation of why one is not needed). This action may include revising, updating or adding to the list of Significant Industrial Users (SIU's). Federal and State pretreatment regulations require the local delegated pretreatment program to effectively control and document the discharge of wastewater from Significant/Categorical Industrial Users to the POTW. It is the POTW's responsibility to ensure that these objectives are consistently met.
