Compliance data indicate no violations. The facility has had only 1 toxicity failure since 1991. Instream data indicate D.O.'s < 5 mg/1 up and downstream on Long Creek. Permit renewal does not indicate that Oakboro wants an expansion to 1 MGD with the relocation (they had requested a speculative in the past for this). Carolina Solite discharges on the Rocky River near the proposed Oakboro discharge. Oakboro will not be given total allowable metals limits due to the proximity of the Carolina Solite discharge. TSB recommends that the facility retain the metals limits allowed on Long Creek even when Oakboro relocates to the Rocky River. The facility should receive the less stringent toxicity testing requirement on the Rocky River due to dilution. No NH3-N/tox choice will be required since the facility has been passing its toxicity testing requirement. The ongoing study of the Rocky River may require minimum treatment limits for any discharges to the River in the future. This may require more stringent BOD5, NH3-N and nutrient limits. The North Carolina Ceriodaphnia chronic effluent bioassay procedure (North Carolina Chronic Bioassay Procedure - Revised *September 1989) or subsequent versions. The effluent concentration at which there may be no observable inhibition of reproduction or significant mortality is _t % (definedas treatment two in the North Carolina procedure document). Upon passing, this monthly test requirement will revert to quarterly in the months specified above.
