I need to be aware of any overarching policies that could effect the planning. The title Regional treatment plant has many political connotations associated with it and I'm not sure how you view the plant owned and operated by the town of Oakboro in regards to "regional concept" As I deal with the towns of Stanfield, Locust and now Red Cross I need to have the environmental and any other policies that I need to be aware of understood by all The citizens of Oakboro have asked that I ensure they do not subsidize any impacts due to new growth in their areas. I hope you can. see where I am going with this issue. I have taken the position similar to your letter of 10 Feb 2005, specifically step Three of EAA Guidance Document regarding feasible alternatives. Look forward to talking with you tomorrow.
