In response to your letter of 2-5-91 (copy attached) we wish
to advise you to proceed with our permit request for .5 MGD
discharge to Rocky River.
Upon receiving our requested permit for .5 MGD, we will
begin an environmental assessment to increase the plant
flow to 1.0 MGD.

Dear Mayor Hartsell:
Reference is made to your NPDES permit application received July 12, 1990. Per your request,
the proposed effluent limitations for a discharge into the Rocky River rather than into Long Creek are
listed below:

( Toxicity Testing Chronic/ Ceriodaphnia - no significant mortality at IWC = 2.6%
Metals limits and the chlorine limit are daily maximums; other limits are monthly averages.
An Environmental Assessment would be required in order to increase the plant flow to 1.0
MGD. Additional limits which would be added would be a summer NH3 as N limit of 15.0 mg/I,
and a summer/winter limit for Total Residual Chlorine of 0.028 mg/1. The toxicity test would remain
a Chronic/Ceriodaphnia - no significant mortality, but the IWC would be 5.1%.

Please note that these are speculative limits and are not binding•unless the limits are part of an
issued NPDES permit. Please notify the Division of Environmental Management by March 4, 1991
if the Town of Oakboro wishes to proceed with the permit application to relocate the discharge. The
flow cannot be increased at this time due to the requirement for an Environmental Assessment. The
project will be returned at the end of the thirty day period unless the Division is notified to proceed
with the permit.
