Inspection Summary:
Division of Water Resources staff Caitlin Caudle completed a review of the 2021 Residuals Annual Report. Additional
information was requested and provided on 4/7/2022 and 4/12/2022. This review reflected compliance with the subject
permit.
The Annual Land Application Certification Form indicated that no land application activities occurred during the calendar year
and the facility was noncompliant with the subject permit. The Annual Distribution and Marketing/Surface Disposal
Certification and Summary Form indicated that the facility was in operation during the calendar year and the facility was
noncompliant with the subject permit. The facility type was not selected.
The narrative included in the Annual Report explained that all solids were taken to the landfill and noncompliance was
selected because a residuals sample was not collected. DWR staff instructed that the facility select noncompliance for lack
of sampling during the 2021 calendar year.
During a phone conversation with Daniel Davis, Director of Utilities, I explained that if no residuals are distributed then no
sampling is required. Mr. Davis provided an email stating that the facility was in compliance with the subject permit during
the 2021 calendar year. Ms. Caudle requested via email that Mr. Davis provide an amended copy of the Annual Distribution
and Marketing/Surface Disposal Certification and Summary Form.
