Operations Manager Blue Dot Readi-Mix Post Office Box 23029 Mint Hill, North Carolina 28227 Dear Mr. Lowder: NORTH CAROLINA Environmental Quality October 7, 2021 via Email Subject: Non -Discharge Permit Inspection Report Recycle System - Permit #WQ0036676 Blue Dot Readi-Mix — Exchange Street Facility Mecklenburg County Mooresville Regional Office (MRO) staff would like to thank you for your time during the September 15th, 2021, compliance inspection for the referenced permit. The facility and records reviewed appeared to meet program requirements at the time of inspection; however, the recycle water in the clear water basin appeared cloudy and may indicate the need to assess solids throughout the system and/or increase filter press operation. In addition, please review and ensure current maintenance meets the minimum requirements stated in "The Operations and Maintenance Plan" submitted with the original application. As it states under Section 2. Required Maintenance of the System: Residuals in the manual washout pit and the settling chamber shall be removed when the average depth is 1'. The following items of interest were also discussed: An automated truck wash unit was installed and is anticipated to reduce both water use and vehicle wash time from the former manual process. The original auger delivery system to the aggregate reclaimer, proved to be problematic, would lock -up and was not utilized for a couple years. That unit was removed and replaced by maintenance staff with a simplistic trough/sluice type conveyance. MRO staff discussed with Nathaniel Thornburg (Non -Discharge Permitting Supervisor at our Central Office in Raleigh), on October 6th, 2021, who agreed this sounded as though it was a maintenance repair and not a modification.
