A level B constructed for the Town of Stoneville WWTP was used for this analysis. The model was constructed to predict the results of an SOC (flow and TSS) for the Town of Stoneville WWTP. It includes the towns of Stoneville and Mayodan on the Mayo River and Madison on the Dan River. Updated for the increase in flow from Mayodan and new flow rates for the Mayodan area, the model predicts no interaction between the Stoneville and Mayodan plants. The minimum DO concentration predicted from the increase in flow from the Mayodan plant is 7.68 mg/1 at the discharge point (45 mg/1 CBOD) or 7.50 mg/1 at mouth of the Mayo River (60 mg/1 CBOD). It should be noted that the model predicts a second DO sag downstream of the Madison plant and the Mayo river. This minimum is 7.33 mg/1 at mile 5.6 after the Mayo river at 45 mg/1 CBOD and 7.30 mg/1 at mile 6.00 after the Mayo river at 60 mg/1 CBOD. The North Carolina Ceriodaphnia chronic effluent bioassay procedure (North Carolina Chronic Bioassay Procedure - Revised *September 1989) or subsequent versions. The effluent concentration at which there may be no observable inhibition of reproduction or significant mortality is (4, % (defined as treatment two in the North Carolina procedure document). The permit holder shall perform quarterly monitoring using this procedure to establish compliance with the permit condition. Total residual chlorine of the effluent toxicity sample must be measured and reported if chlorine is employed for disinfection of the waste stream. Should any single quarterly monitoring indicate a failure to meet specified limits, then monthly monitoring will begin immediately until such time that a single test is passed. Upon passing, this monthly test requirement will revert to quarterly in the months specified above. Should any test data from this monitoring requirement or tests performed by the North Carolina Division of Environmental Management indicate potential impacts to the receiving stream, this permit may be re -opened and modified to include alternate monitoring requirements or limits. NOTE: Failure to achieve test conditions as specified in the cited document, such as minimum control organism survival and appropriate environmental controls, shall constitute an invalid test and will require immediate retesting(within 30 days of initial monitoring event). Z#• 9i Reco ended by: j �\ QCL PIF Version 9191 • DIVISION OF ENVIRONMENTAL MANAGEMENT Recommendations for Color Monitoring 15 NCAC .0211(b)3(F) states for colored wastes - only such amounts as will not render the waters injurious to public health, secondary recreation, or to aquatic life and wildlife or adversely affect the palatability of fish, aes- thetic quality or impair the waters for any designated uses. Within 120 days of the effective date of this permit, the permit holder shall begin monitoring for color at the Effluent, Upstream, and Downstream designated sites (50-I6o ft upstream &'50-14o ft downstream) , and one sample of effluent diluted with upstream water at a concentration replicating 7Q10 conditions. All samples shall be grab samples. Analysis shall be performed in the field using the "glass disks field method" (Standard Methods - 204A). Analyze samples as follows: (a) using the platinum -cobalt method; and (b) Using a narrow -band scanning spectrophotometer to produce a tral curve of the visible spectrum (350-750 nm). Calculate and in ADMI color units from the information indicated. Samples should be taken free from turbidity (True Color) and at COMPLETE spec - report results natural pH. During summer months (April -October) collect samples on Mondays, Wednesdays, and Fridays and during the winter months (November -March) collect samples on Wednes- days. The permit holder shall submit annual reports summarizing the available color monitoring information. Include factors which may have had an impact on the levels of color in the effluent and receiving stream, including, but not limited to, rainfall, streamflow, production plant operations, and treatment plant oper- ations. Reactivation of the old plant will require a major modification of the permit issued to Mayodan. The following information will be required to be submitted for a review of the expansion request: 1. A permit processing fee of $300.00 with the check made out to the NC Department of EHNR. 2. A Standard Form A application completed and submitted in triplicate. 3. A USGS map that shows the discharge location of the new plant and the old plant. Your letter indicates that Mayodan is considering an expansion of its capacity from 1.25 MGD to 3.0 MGD. You should request a modification of the NPDES Permit as soon as the town is sure that it will expand its plant. This can help avoid any unexpected delays in construction of the plant. A draft report, An Update of Color Control Activities in the Smith and Dan River Basins, NCDEHNR-DEM, January, 1990, indicated a weekly flow pattern in the Smith River regulated by the Philpott Dam near Martinsville, Virginia. The pattern affected flows in the river at the City of Eden --Mebane Bridge WWTP. The color limits were calculated using the S7Q10 for the river at the plant site, however, USGS gaged stations and daily flow studies indicated the regulated flow from the dam reduced the flow below the S7Q10 for the Smith River. Mass balances were calculated using a low flow value calculated from the daily flow data. In light of this, flow data was examined from the USGS station #02071000 at SR 2150 on the Dan River, about half way between the confluence of the Mayo River and the City of Eden --Mebane Bridge WWTP. This data, for 1989-Sep 1991, is illustrated in Figures 1 and 2. The data does not appear to show any pattern in flow throughout the year. Figure 2 shows flows for the river do not reach S7Q10 levels any of these three years. The assumption is then made that there is not a pattern of flow and S7Q10 values for the Dan River from the Mayodan WWTP should give a very conservative estimate of allowable color limits.
