Arata, Chair, Presiding In the event the previously scheduled Committee meeting adjourns prior to the estimated adjournment time, the other Committee meeting may be called to order, by the Chair, fifteen minutes after the previous meeting adjourned. Items marked with an asterisk (*) will be presented orally at the meeting only upon a request by a Committee member and can be approved where required as a group. Also, items marked with a less-than sign (<) have no agenda item pages in the package. I. Preliminary Matters: 1. Call to Order and Notice of NCGS § 138A-15… ................................. Chair Shannon M. Arata General Statute § 138A-15 mandates that the Chair inquire as to whether any member knows of any known conflict of interest or appearance of conflict with respect to matters before the Commission. If any member knows of a conflict of interest or appearance of a conflict, please so state at this time. 2. Approval of minutes from the Air Quality Committee meeting on September 11, 2019. (Attached). II. Concepts: 1. None III. Action Items: 1. Request for Approval of Proposed Rule Revisions and to Proceed to EMC for Approval to Proceed to Public Hearing on Readoption of Group 6 Air Quality Rules 15A NCAC 02D .0403, .0500, .0900, .1400, .1700 and .2615 and Repeal of 02D .0615 (549) (DAQ) Joelle Burleson Explanation: North Carolina General Statute 150B-21.3A requires state agencies to readopt existing rules every ten years. To fulfill this statutory obligation, the North Carolina Division of Air Quality divided several air quality rules into six groups. The sixth group of rules proposed for readoption by the State of North Carolina is termed “Group 6”. Recommendation: The Director recommends that the Air Quality Committee approve the proposed readoption of Group 6 air quality rules in 15A NCAC 02D .0403, .0500, .0900, .1400, .1700, and .2615, and the repeal of 15A NCAC 02D .0615 for presentation to the Environmental Management Commission to proceed to public hearing.
