Subject: Application for Section 404 Reginal General Permit 50, and Section 401
Water Quality Certification for the Proposed Replacement of Bridge 80 on SR
1512 over Unnamed Tributary to North Deep Creek in Yadkin County, Division
11, TIP No. BR-0109, Debit $240 from WBS 49217.1.1.

Dear Madam:

The North Carolina Department of Transportation (NCDOT) proposes to replace bridge number 80 on SR
1512 (Abraham Road) over an unnamed Tributary to North Deep Creek. The bridge will be replaced on the
existing alignment while detouring traffic offsite during construction.

As a result of replacing the existing bridge, there will be 105 linear feet of permanent stream impact (95
linear feet from roadway fill/ditch and 10 linear feet of bank stabilization), and 114 linear feet of temporary
stream impacts (101 linear feet [0.02 acre] from impervious dike and 13 linear feet [<0.01 acre] associated
with the roadway fill/ditch impact).

Please see enclosed copies of the Pre-Construction Notification (PCN), which includes the following
attachments: Stormwater Management Plan, Permit Drawings, CE Classification Form, Historic
Archaeological Letter, Historic Architecture Letter, Tribal Coordination Response Letter, Twiman
Mitigation Bank summary document, NLEB Memo, and Schweinitz’s sunflower survey Memo. The CE
Classification Form was completed in May 2020 and distributed shortly thereafter.

This project calls for a letting date of July 19, 2022, and a review date of May 31, 2022.
