The purpose of the proposed project is to replace a functionally obsolete bridge due to its narrow lanes and insufficient load-carrying capacity.NCDOT Structure Management Unit records
indicate Bridge 80 has a sufficiency rating of 55.46 out of 100.

The NCDOT proposes to replace Bridge 80 on Abraham Road(SR 1512)over UT to North Deep Creek in Yadkin County on existing alignment while detouring traffic offsite during
construction.The existing structure is 26 feet long and 20 feet wide.NCDOT proposes to construct a single-span bridge 60 feet long and 30 feet wide.

The proposed bridge will be more than double the length of the current bridge,completely spanning UT to North Deep Creek,thus increasing hydraulic
connectivity to the overall system.
The bridge will be replaced on existing location.
There will be no direct discharge into UT to North Deep Creek,as bridge drainage will be directed to a riprap pad.

BR-0109 will encroach into the conservation easement boundaries of the proposed Twiman Mitigation Site which abuts the existing ROW on both sides of the bridge.The Twiman
Mitigation Site has been constructed,but it is presently in monitoring and has not been closed out by the Interagency Review Team(IRT).NCDOT presented the proposed design for BR-
0109 to the IRT on December 8,2020,for review.The IRT determined that the proposed encroachment would result in a loss of mitigation credits from the mitigation bank.However,
because the mitigation project had not been closed out,it was decided that the proposed encroachment was allowable,and that the affected credits would be subtracted from the available
credits of the mitigation bank at close out.NCDOT will be responsible for compensating the mitigation bank developers for the value of any lost credits.Due to encroachment of the project
into the Twiman Mitigation Site,there will be 10.6 Stream Mitigation Units(SMUs)of credit which requires compensation.Information attached.
