Dear Ms. Karoly:
Enclosed are seven copies of aPre-Construction Notification (PCN) Application Form, site location map,
photographs, and a permit processing fee of $475, for the project: Oxford Road Streambank Stabilization
in Sanitary Sewer Easement.
The Oxford Road Streambank Stabilization project was an emergency activity performed by the City of
Raleigh within a sanitary sewer easement along the Crabtree Creek Greenway and the south bank of
Crabtree Creek near the intersection of Oxford Road and Anderson Drive. Flooding in June, 2006,
resulting from precipitation associated with tropical storm Alberto, resulted in significant streambank
erosion, collapse of a portion of the greenway, and threatened destabilization ofthe adjacent sanitary
sewer.
Work took place between June 29, 2006 and July 7, 2006 and comprised placement of boulder material to
replicate the location of the pre-flood Streambank and backfill with compacted soil and rock. The site was
reseeded after completion of repairs to the greenway. Photos taken at the site between June 29, 2006
and August 9, 2006 are attached.
Contact was made with Ms. Amy Chapman of DWQ and Monty Matthews of USACE on June 26, 2006,
regarding this proposed emergency Streambank stabilization. Work was limited to the existing sanitary
sewer easement and effort was made to minimize impact to the riparian buffer.
