(I indicated on the phone that I would follow up with a letter. In the interest of time, I am replying to your inquiry by this e-mail and do
not plan to send a letter.)
Based on our conversation this morning, I am satisfied that the information you provided with your letter concerning changes in the
North Cary WRF expansion project is sufficient and that no additional submittal or approval is necessary. The proposal is to relocate the
proposed scum digester pump station but is not a substantive change in the design already approved under ATC No. 048879A01.
Therefore, the Town is free to proceed with construction. I will
forward a copy of your submittal to our Raleigh Regional Office and will add my copy to the project file for future reference.
Upon completion of the expansion, be sure to note these design changes on your Engineer's Certification for the project.

The Division of Water Quality's NPDES Unit has reviewed the Town of Cary's request for an
Authorization to Construct an expansion and upgrade of the North Cary Water Reclamation
Facility. After considering the request and additional information provided by the Town and its
consultant, the Division finds the proposed improvements and design to be satisfactory and
hereby grants authorization for construction and installation of the following:
• a third 4.0 MGD-capacity treatment train (Train C), employing the "BioDeniphoo
process with secondary anoxic reactor;" and including 4-stage anaerobic selector,
two phased -isolation oxidation ditches, 2-stage anoxic zone, 2-stage re -aeration
zone, 130 ft. diameter secondary clarifier, and RAS/WAS pumping facilities;
• a second 12.0 MGD-capacity ultraviolet disinfection system;
• an effluent mixed liquor channel for the existing Train A and B bioreactors;
• a motor -operated valve for emergency diversion of peak influent flows (greater than
30 MGD) to the former Digester No. 4;
• a Flow Distribution Structure immediately upstream of Trains A, B, and C;
• a Filter Diversion Box to limit filter feed rate to 24 MGD;
• a Scum Pump Station; and
• all related structures, equipment, piping, controls, and other appurtenances, as
presented in the proposed plans and specifications.
This Authorization to Construct is issued in accordance with Part III, Paragraph A of NPDES
Permit No. NC0048879, issued July 31, 2000, and shall be subject to revocation unless the
wastewater treatment facilities are constructed in accordance with this Authorization and the
conditions and limitations specified in the NPDES permit.

sanctions provided by G. S. 143-215.6 for violation of or failure to act in accordance with the
terms and conditions of this Permit.
Failure to abide by the requirements contained in this Authorization to Construct may subject
the Permittee to an enforcement action by the Division of Water Quality in accordance with
North Carolina General Statute 143-215.6A to 143-215.6C.
The issuance of this Authorization to Construct does not preclude the Permittee from
complying with any and all statutes, rules, regulations, or ordinances which may be imposed
by other government agencies (local, state, and federal) which have jurisdiction.
The Permittee shall maintain a copy of the approved plans and specifications on file for the life
of the facility. The Division will forward a copy of the full set of approved plans and
specifications for your records upon issuance of Permit No. WQ0017791.

SCOPE
The Town of Cary proposes to expand and upgrade its existing treatment system to 12 MGD BNR
capacity.
RECOMMENDATIONS
1. Approve the ATC request, received December 4, 2001 and supplemented by several
submittals of additional information.
2. Note that the approval assumes the effluent filters are for solids removal only; they
are not rated for the full 12 MGD if used to denitrify.
3. Recommend that the Town find a better way to dean the digester -turned -
equalization -tank.
PROJECT DESCRIPTION
The Town proposes to make a variety of improvements to bring this treatment plant up to a full 12
MGD capacity. The proposed improvements include construction of:
• a third 4.0 MGD-capacity biological nutrient removal Treatment Train C (BioDenipho®
process with secondary anoxic reactor), including 4-stage anaerobic selectors, two phased -
isolation oxidation ditches, 2-stage anoxic zone, 2-stage re -aeration zone, 130 ft. diameter

REVIEW SUMMARY
The Town submitted its design package in December 2001. The review did not start until April and,
once begun, took longer than normal because of the complexity of the project and several requests
for additional information.
The main issues in the review were largely due to lack of supporting information in the project
submittal, in turn due to a switch in consultants since the existing plant's construction. The new
consultant was not as familiar with the plant's history and so did not provide that perspective in
the submittal. Shortcomings that were eventually addressed included:
