However, additional information is required before the review may be completed. Please address the items on the attached pages no later than the close of business on May 2, 2022. Please be aware that you are responsible for meeting all requirements set forth in North Carolina rules and regulations. Any oversights that occurred in the review of the subject application package are still the Applicant’s responsibility. In addition, any omissions made in responding to the outstanding items in Section A, or failure to provide the additional information on or before the above requested date may result in your application being returned as incomplete pursuant to 15A NCAC 02T .0107(e)(2). Please reference the subject application number when providing the requested information. The provided Residuals Source Certification (RSC) is for 2,817 dry tons per year generated from Davie County Cooleemee WWTP. This value includes increased dry tonnage required to cleanout a damaged holding basin. The revised Land Application Site Certification (LASC) is for 179.7 acres (nearly 200 acres less than what was certified when the increase to the RSC was approved and permitted July 2, 2021). This combined with the most recent laboratory analysis collected on 08/10/2021 results in minimum acreage values that exceed the acreages to be certified with the revised LASC Form. Additionally, the land use and soil types for each field indicate that PAN uptakes are less than 200 lbs/acre per the NC Realistic Yield Database. It is unclear how the Davie County Class B program will be able to apply at agronomic rates and manage the increased dry tonnage. Please address Section 3, Item 6 in the application which requires a plan and schedule to resolve any known issues that would prevent land application of the proposed residuals due to the violation of North Carolina (e.g. not enough storage, not enough land, vector reduction practices not in place, etc.). Please also provide information regarding whether Davie County’s Cooleemee WWTP facility is a source for another residuals permit, or whether additional land application fields are proposed.
