REQUEST FOR MORE INFORMATION
Dear Mr. Xu:
On August 9, 2006, the Division of Water Quality (DWQ) received your application dated July
28, 2006 to restore 1,850 feet of stream, restore 6.88 acres of riparian buffer, and preserve 0.52
acres of riparian buffer. The DWQ has determined that your application was incomplete and/or
provided inaccurate information as discussed below. The DWQ will require additional
information in order to process your application to conduct the proposed restoration project.
Therefore, unless we receive three copies of the additional information requested below, we will
have to move toward denial of your application as required by 1 SA NCAC 2H .0506 and will
place this project on hold as incomplete until we receive this additional information. Please
provide the following information so that we may continue to review your project.
Additional Information Requested:
1. The plans for Brock Stream Restoration include:
a. A new bankful bench being constructed only on the east side of the stream,
b. An existing sinuosity of 1.06 and a proposed final sinuosity of 1.05, and
c. Existing drainage ditches and channelized streams above the planned restoration
site.
These plans increase the likelihood of site failure, describe what methods will be used to
prevent the new bench/floodplain from washing out or eroding with the first heavy flood
event.
2. Please specify the "non-invasive" grass species to be used for bank stabilization (p. 15 -
6.5.1, par.2). Many of the grasses being used for soil stabilization are non-native and
many are now known to also be invasive (e.g., Bermuda grass, tall fescue, etc).

3. Please provide a written description of how this stream mitigation effort is "restoration"
rather than "enhancement." Use the definitions in the joint state/federal stream
mitigation guidelines.
Please contact'the DWQ within three weeks of the date of this letter to verify that you have
received this letter and that you remain interested in continuing to pursue permitting of your
project and will be providing the DWQ the requested information at a later date. Please contact
me in writing and Kyle Barnes of the DWQ Washington Regional Office. If we do not hear
from you within three weeks, we will assume that you no longer want to pursue this project and
we will consider the project as withdrawn.
This letter only addresses the application review and does not authorize any impacts to wetlands,
waters or protected buffers. Please be aware that any impacts requested within your application
are not authorized (at this time) by the DWQ. Please call Ms. Cyndi Karoly or Mr. Ian
