The facility's certificate of coverage is NCG110008. CLTWater recently updated all aspects of our Integrated Contingency Plan (ICP) for this facility, which includes permit and SWPPP requirements of the General Permit. The Irwin Creek Wastewater Treatment Plant has undergone significant construction within the past few years, in some situations impacting how stormwater flows across the landscape. Part of the thorough ICP update included working with a consultant to properly designate outfalls at their terminus with either the property boundary or a jurisdictional surface water. This assessment led to the relocation of some outfalls. Below is a table that provides the coordinates for all six stormwater discharge outfalls (SDOs) at this facility, as well as a brief explanation of any proposed/recommended actions. We have also included several images from our site maps that show the affected SDOs (005, 008, 009, & 012). Not all SDOs changed with the latest update, but we wanted to provide DEMLR with the most complete and up to date information. You will notice that the numbering of these outfalls is not sequential as some outfalls were previously determined by NCDEMLR (many years ago) not to be regulated per the permit because they lacked discharges from industrial activities. For consistency with our program, we have decided to maintain the numbering/naming convention from the past. CLTWater is happy to host DEMLR staff to review these proposed changes and properly formalize them as part of our facility's permit. In the event that DEMLR does not provide a timely written response (whether in conjunction with a site visit or not), CLTWater will proceed with these SDO designations in the near future.
