Current site conditions consist of a formerly cleared radio tower site with some
narrow stands of wooded area on the outside perimeter of the site. Adjacent develop
primarily consists of industrial and some residential areas.

Provide a detailed description of the proposed activity including its purpose and include the type of equipment to be used:
The proposed project consists of a mixed density residential development containing
multifamily, single family, and townhome lots. Specifically, this request is for impacts
to riparian buffers for construction of an SCM outfall/easement, and a 30' sanitary
sewer easement on the eastern side of the project area to serve the new Preston
Ridge development. The proposed sanitary sewer will tie into an existing sewer line
to the east.

D. Impact Justification and Mitigation
1. Avoidance and Minimization
la. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project
Prior to site plan design, the applicant requested that a detailed wetland delineation
be conducted
so that impacts to wetlands and "waters" could be minimized. Proposed impacts have
been
minimized to only impacts necessary for construction of the new SCM and sanitary
sewer
easement. There are no proposed wetland or stream impacts for the proposed
impacts. The
proposed SCM outfall is designed to not cause erosion through the riparian buffer or
cause erosion
to the receiving stream.
1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques.
Access during construction will occur from uplands where possible and will be
restricted to the project corridor as defined within the impact exhibits. Silt fencing will
be installed around all disturbed areas to prevent loss of sediment into adjacent
waters.
