Neal, Jr. (Manager) via Email Subject: Surface Irrigation Permit Inspection Report Permit #WQ0006946 Reed Gold Mine Facility Cabarrus County Dear Mr. Neal: Staff of the Mooresville Regional Office (MRO) conducted a compliance inspection on August 25th, 2021 as part of your permit renewal process. The treatment system appeared to operate sufficiently at the time of inspection and records were in excellent order. The MRO would like to thank Mr. Lee Garner, Operator in Responsible Charge (ORC), for his time during the site inspection. Since the last inspection, the lagoon water level gauge was replaced to meet current permit requirements; and, the chain link fence was repaired. Mr. Garner is planning for lagoon liner assessment, residuals removal as needed (for septic tank(s), lagoon and treatment works) and repairs to irrigation spray heads and plumbing. These items were discussed during the site visit and may be noted in the permit renewal, which you recently received a draft copy of from our Central Office staff. Per previous inspection reports, influent to system is calculated from well volume minus estimated volume used at mining sluice and teaching area(s). There is a separate flow meter after chlorination for effluent. Per meter manufacturer, it cannot be calibrated. Effluent flow may also be estimated from pump run time during irrigation. Treatment Disinfection Is the system working? Do the fecal coliform results indicate proper disinfection? Is there adequate detention time (>=30 minutes)? Is the system properly maintained? If gas, does the cylinder storage appear safe? Is the fan in the chlorine feed room and storage area operable? Is the chlorinator accessible? If tablets, are tablets present? (1000- - ) If yes, then when was the RMP last updated? Comment: This is a small scale liquid chlorine disinfection system. Chlorine gas is fed through a tube to a PVC pipe, none of which is visible. The treated effluent is stored and can be viewed in the clear well (under a manhole cover), but it is very dark in the covered shed. There appeared to be minimal floating material on the surface. Bottom residuals are recommended for assessment when septic tank and lagoon residuals are examined, with pumping as needed. Heavy solids are captured at the septic tank and liquid is stored in the pretreatment lagoon. Effluent is chlorinated prior to irrigation. Record Keeping Is a copy of current permit available? Soils are collected in the fall/winter when NCDA lab rates are less expensive. The MRO historically has not required lime addition to forested application sites, but the permittee may discuss with an agronomist as health of the tree canopy dictates.
