Per your letter, the existing chlorination/ dechlorination system will remain as the primary disinfection treatment component. This request is based on documented results of the effluent quality with chlorination, and operational issues with the UV system. Based on discussion with our Wilmington Regional Office and Infrastructure Finance Section, the Division concurs with your request to go back to chlorination as the primary disinfection system. The effluent permit limits for fecal coliform bacteria will remain unchanged. The NPDES Permitting Unit will modify your Supplement to Cover Sheet to reflect any change in treatment components at the next permit renewal in 2014. Specifically, the Town proposes to remove the existing pressure filters and ultraviolet disinfections from the treatment process. The current chlorination/dechlorination system will remain as the primary disinfection and be upgraded as necessary. This request is based on documented results of the effluent quality at the treatment facility. Our contractual operator, Meritech, Inc. has operated the facility in the manner proposed with verifiable positives results. Upon a review of our WWTP Daily Monitoring Reports, and Annual Performance Reports please note that we have been in compliance of most all major permit limitations for over 36 months, with the exception of these noted on the attached listing. These limits have been consistently maintained with the facility operating as we are proposing in this modification. The Town of Tabor City feels this history of excellent effluent quality, improved operational staff, and our concurrent system improvements will continue to provide the required level of treatment as noted in our permit. As discussed recently with Mr. Dean Hunkele, NCDENR Wilmington Regional Office, and his staff, these operational revisions and improvements will assist the Town in continued compliance and in meeting the goals established during recent site visits. For your convenience during review, we are attaching a layout of our facility with noted revisions. We respectfully request your consideration and approval of this request. They have not used the pressure filters for at least 4 years and was 5 years before that as they never really worked either from 1998(?). Thus, not sure what kind of A-to-C is needed or warranted to officially remove all this Hobbs & Upchurch garbage. Please let us and Al Leonard with Tabor City know how to proceed. I would like them to use one system and operate it properly instead of both haphazardly. NPDES will modify their permit at next renewal (2014) to reflect treatment components at that time. Question- how to proceed. The original letter request went to Chuck/Point Source Branch back in 2012. I can send letter reply letting them know that they should contact IFS regarding ATC, unless you's have other ideas? Now I know why as we were not Cc: on it and it was not addressed very well. It was our recommendation that this occur so the items and Special Conditions could be removed following a site visit with John, Maureen, and us. We see no issues going back to chlorine as that is what they had before Hobbs & Upchurch sold them on the filters (1999) & UV (2007) respectively without adequate research and with a poor design/concept. Based on my research & discussions with a couple of other consultants these pressure filters are generally reserved for filtering/polishing potable water even though GSW&S in Myrtle Beach apparently uses them without many issues, but you need a plant that does not consistently lose excessive solids from clarifiers and requires better trained staff with more frequent staffing at the facility. We recommend this be executed as quickly as possible. Permit file indicates previous discussions between Permittee, WIRO, and Compliance Unit. Sounds like they want to utilize existing chlorination as primary disinfection, and won't need filters if they jettison UV system. I don't know the history of this one, but the current permit (which expires August 2014) does include the following Special Condition pertaining to filters: A. (5) TERTIARY SAND FILTERS — SPECIAL CONDITION 3 Considering that the Permittee received an Authorization to Construct permit and a Clean Water Management Trust Fund grant (CWMTF 1997A-117) for a tertiary deep -filter system, the Permittee shall, within 90 days of the permit effective date, bring these existing tertiary filters online for daily operation. Failure to meet this Special Condition will constitute a violation of this permit for "failure to properly maintain and operate" a permitted facility, and will subject the Permittee to civil penalty assessment. We don't get many of these requests, so the review process is not well -established. DWQ/IFS- any concerns?
