Accordingly. we are forwarding the attached NPDES discharge permit. This permit is issued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the U.S. Environmental Protection Agency dated May 9. 1994 (or as subsequently amended). Please note that some of the monitoring frequencies in this permit have been reduced from 3/week to weekly. Also, Total Residual Chlorine has been changed to 2/week. These changes are made in response to a re -rating of the facility to class II. Please refer to A.(1.) to review these changes. It has been noted that grease was present in the final effluent of this facility at the time of inspection. As such, oil and grease monitoring has been added to this permit. (Refer to A. (1.).) No limit will be implemented at this time, however if oil and grease continue to be present in the discharge. the Division may reopen and modify this permit. If any parts, measurement frequencies or sampling requirements contained in this permit are unacceptable to you, you have the right to an adjudicatory hearing upon written request within thirty (30) days following receipt of this letter. This request must be in the form of a written petition, conforming to Chapter 150B of the North Carolina General Statutes, and filed with the Office of Administrative Hearings (6714 Mail Service Center. Raleigh. North Carolina 27699-6714). Unless such demand is made, this decision shall be final and binding. Please note that this permit is not transferable except after notice to the Division. The Division may require modification or revocation and reissuance of the permit. This permit does not affect the legal requirements to obtain other permits which may be required by the Division of Water Quality or permits required by the Division of Land Resources, the Coastal Area Management Act or any other Federal or Local governmental permit that may be required. How about monthly? The main reason I suggested it was to get them thinking about it and doing a better job of enforcing their sewer use ordinance. Special monitoring or limitations (including toxicity) requests: It is recommended that effluent monitoring for oil & grease be added to the permit. During the visit visible grease was present in the final effluent. The Town has placed a series of fine mesh screens at different locations in the plant, but needs to do a better job of enforcing its grease trap ordinance. 3. Important SOC, JOC or Compliance Schedule dates: None 4. Alternative Analysis Evaluation: The Town performed an AAE for a 201 Plan prior to expanding. The Division agreed that a non -discharge option was not an economically -favorable option. 5. Other Special Items: None PART IV - EVALUATION AND RECOMMENDATIONS The plant has operated over the past year with one NH3-N violation and two coliform violations. The plant has historically produced a good effluent, but was noted to have visible grease in the effluent at the time of the visit. Monitoring for O&G is recommended, and the Town will be asked to step up its grease trap maintenance enforcement program via an inspection report. The ORC is currently under investigation for pumping digestor supernatant into the effluent tank. Criminal and civil penalties are pending. We supernate sludge so we can have a more concentrated product. We then call Russell Lewis Sludge Handling and set up date to pump into his tankers. When date is set, we add lime to bring it up to proper PH levels so it can be land applied on his permitted farms. An examination of the Cape Fear basin plan and the NPDES permit schedule has revealed that the existing expiration dates in Cape Fear NPDES permits do not coincide with the revised permit expiration dates for the basin. This discrepancy could create unnecessary delays in the processing of over 200 permit renewals. Accordingly, the Division is changing the permit expiration dates for NPDES permits in the Cape Fear river basin. This permit modification changes the expiration date of the subject permit in subbasin 30622 to January 31, 2002. Please find enclosed the revised permit cover page. Insert the new cover page into your permit and discard the old page. All other terms and conditions contained in the original permit remain unchanged and in full effect. This permit modification is issued under the requirements of North Carolina General Statutes 143-215.1 and the Memorandum of Agreement between North Carolina and the U. S. Environmental Protection Agency. In accordance with the modification of the permit expiration date, the new due date for your renewal application is August 4, 2001. Renewal application forms will be sent to you approximately 6-8 weeks in advance of the new due date or you may download the forms from the NPDES web site at http://h2o.enr.state.nc.us/NPDES/documents.html. You will need to download Short Form A. If you have already submitted a permit renewal form, there is no need to submit any other forms to the Division; the application will be processed during the renewal period for your subbasin.
