Ltd Recommendations:
The Technical Support Branch has received the proposed SOC for the Town of
Pilot Mountain. The Town requests an increase in domestic flow of 0.120 MGD, relaxed
TSS limits, and monitoring only conditions for toxicity, temperature, cadmium, lead,
cyanide, and mercury. With the addition of 0.12 MGD flow to the average yearly flow of
0.9985 MGD, the plant will reach a flow of 1.1185 MGD, which is below their permitted
flow limit (1.5 MGD) on Heatherly Creek.
An instream assessment using the EMC 67(b) criteria was not performed for this
request. Oxygen consuming waste parameters were not proposed to be relaxed and the
permitted flow was not predicted to be exceeded, therefore, the 67(b) criteria was not
appropriate for the evaluation of this SOC.
After review of the proposed SOC, the Technical Support Branch concurs with the
Winston-Salem Regional Office's recommendations. Cadmium, lead, cyanide, and
mercury should be monitored at the same frequency as listed in the current permit (weekly).
Chromium and nickel should remain limited and sampled weekly, since effluent
information shows that the facility can comply with these limits. Copper, zinc, and silver
should be monitored monthly, as specified in the Town's current permit. Once the facility
has relocated its discharge to the Ararat River, metals should be monitored monthly. The
exception to this specification is mercury, which will be limited and should be monitored
weekly (as specified in the current permit).
Background Information:
The Town of Pilot Mountain WWTP discharges into Heatherly Creek, a class "C"
stream. Heatherly Creek drains approximately 1.22 square miles at the discharge site. The
estimated flows at the discharge site are as follows: summer 7Q10 = 0.15 cfs, winter 7Q10
= 0.38 cfs, and average flow = 1.45 cfs. At the permitted flow of 1.5 MGD, the Town
constitutes 94% of the waste stream.

The Town has consistently had problems meeting their permitted limits The
facility now has the ability to comply with its BOD5, NH3-N, and DO limits. The facility
still does not have the ability to comply with TSS, temperature, and toxicity. Only
chromium and nickel metals limits can be met at this time. The SOC proposes a schedule
for upgrade of the WWTP and relocation to the Ararat River, where the waste stream will
constitute only 3% of the flow at 1.5 MGD. The facility has had continual failures of
toxicity, but will most likely be able to pass at the lower percentage waste flow on the
Ararat River.
The chronic toxicity testing requirements should be clarified for each location and
effluent flow. The chronic toxicity testing effluent percent for Heatherly Creek at the
permitted flow of 1.5 MGD should be 90%. The chronic toxicity testing effluent percent
for the Ararat River at the permitted flow of 3 MGD should be 5%. The chronic toxicity
testing effluent percent for the Ararat River at the permitted flow of 1.5 MGD should be
3%. TSB does not know why the Town thought the dilution should be 3.5% at this flow,
as stated in the Town's letter.
The permit for the Town of Pilot Mountain is scheduled for interim reissue in June
1994 to correspond with the Yadkin basinwide permitting schedule. The permit will be
reevaluated at that time.

The Technical Support Branch has received the Town of Pilot Mountain's comments
regarding their permit. The facility has applied for an SOC and most problems will be
addressed in that SOC.
The majority of questions posed in the Town of Pilot Mountain's letter are answered in
TSB's comments regarding the SOC, in which you are to receive a copy. It is TSB's
understanding that the facility has decided not to adjudicate due to the SOC's capability to
supersede the permit. If this is not the case, please get back with me.

informed me that they will terminate their request for
adjudication of the Permit, as the issues of contention,
principally metals limits1will be resolved under an SOC being
reviewed in Facilities Assessment.
