Brian Stokes and Jacob Swain were present for the inspection. Results of the inspection are summarized in the following paragraphs: 15A NCAC 02T .0403 Permitting By Regulation (a)(1) The collection system shall be effectively maintained and operated at all times to prevent discharge to land or surface waters and to prevent any contravention of groundwater standards or surface water standards. Observations: Overall the collection system is very well maintained and operated. Mr. Stokes operates and maintains both the Town of Yadkinville and the portion of the Yadkin County collection system that the town leases from Yadkin County. Records are merged because the collection system is interdependent in daily operations. Inspector essentially reviewed records pertaining to the Town of Yadkinville as well. Compliant: Compliant (a)(2) A map of the collection system shall have been developed and shall be maintained. Observations: Comprehensive mapping system through GIS. They are currently updating GIS system to include pipe age, all other parameters are present in GIS Complaint: Compliant (a)(3) An operation and maintenance plan, including pump station inspection frequency, preventative maintenance schedule, spare parts inventory, and overflow response shall have been developed and implemented. Observations: O&M plan is comprehensive and satisfactory. Overflow response is detailed and meets requirements. Compliant: Compliant (a)(4) Pump stations that are not connected to telemetry system shall be inspected by the permittee or its representative every day, 365 days per year, unless the permittee demonstrates that the daily inspections are not necessary because the pump station has sufficient storage capacity, above the elevation at which the pump activates, to justify a longer inspection interval. In no case shall the inspection interval exceed seven days. Pump stations that are connected to a telemetry system shall be inspected once per week. Observations: Pump stations are connected to SCADA. Pumps are inspected, at a minimum, weekly. All inspection and maintenance are logged with supervisory review. (5-County / 15 — Town) Compliant: Compliant (a)(5) High -priority sewers shall be inspected by the permittee or its representative once every six months, and inspections shall be documented. Observations: No HPL exists in County portion of collection system. (all HPL's are located in Town-10 total. Town portion is inspected 3x year) Compliant: NA (a)(6) A general observation by the permittee or its representative of the entire collection system shall be conducted once per year. Observations: Annual observation of entire collection system is conducted annual and aptly documented. (*This includes Town as well) Compliant: Compliant (a)(7) Overflows and bypasses shall be reported to the appropriate Division regional office in accordance with 15A NCAC 02B .0506(a), and public notice shall be provided as required by G.S. 143-215.1 C. Observations: No SSOs have occurred over the past year with this portion of the collection system. Compliant: NA (a)(8)(A) Grease Program shall be in place for a publicly owned collection system that will include bi-annual distribution of grease education materials to users of the collection system (both commercial and residential) and the legal means to Page 2 of 7 Permit: WQCSD0421 Owner - Facility:Yadkin County Inspection Date: 03/15/2022 Inspection Type : Collection System Inspect Non Sampling Reason for Visit: Routine require grease interceptors for new construction and retrofit and if necessary, of grease interceptors at existing establishments. The plan shall also include legal means for inspections of the grease interceptors, enforcement for violators and the legal means to control grease entering the system from other public and private satellite collection systems. Observations: Trifold pamphlet is distributed appropriately to customers in utility bill. The annual report is included with the grease education program. Compliant: Compliant (a)(9) Right-of-ways and easements shall be maintained in the full easement width for personnel and equipment accessibility. Observations: Maintained on continual basis with appropriate documentation. Compliant: Compliant (a)(10) Documentation of compliance with Subparagraphs (a)(1) through (a)(9) of this Rule shall be maintained by the collection system owner for three years with the exception of the map, which shall be maintained for the life of the system. Observations: Documentation is thorough and comprehensive. Inspector observed 5 years of documentation kept in binders of all things related to collection system (going back to 2018). Inspector is satisfied with overall operation and maintenance records of collection system.
