DEQ may grant Representative Outfall Status if stormwater discharges from a single outfall are representative of discharges from multiple outfalls. Approved ROS will reduce the number of outfalls where analytical sampling requirements apply. If Representative Outfall Status is granted, ALL out are still subject to the qualitative monitoring requirements of the facility's permit —unless otherwise allowed by the permit (such as NCG020000) and DEQ approval. The approval letter from DEQ must be kept on site with the facility's Stormwater Pollution Prevention Plan. The facility must notify DEQ in writing if any changes affect representative status. Mine dewatering and/or discharges of process wastewater, including commingled stormwater. Stormwater discharges from other plant areas where the stormwater has contacted areas directly related land disturbance and process areas.. Stormwater discharges from on -site vehicle maintenance areas. 5.1 Process Water and Stormwater Sampling/Analysis Program Refer to Table 1 for required sample frequency and analytical parameters. There are four appropriate sampling location at the Clear Creek Quarry which will be used to sample various process water and stormwater discharges. Each outfall to be sampled is listed below along with a brief description of each outfall's type of discharge. This sample location is representative of all discharges from material stockpile areas. Note: There are a total of 12 discharge points (11 Stormwater, 1 process water) at the Clear Creek Quarry site. Mine dewatering flows and runoff from yard, process, material stockpiling, and stripping areas which drain to the pit are pumped to outfall 141-001. Outfall 141-002 is the overflow from a small pond southwest of the pit which receives runoff from the shop area, plant and material stockpile areas. Stormwater from the shop reports to this pond via a culvert located under the plant. This outfall is the appropriate sampling location for discharges associated with vehicle maintenance activities. The overburden stripping and disposal area is along the northeast portion of the property. Although this area rarely discharges off site, an unusually heavy rainfall could discharge at outfall 141-012. Thus this is the appropriate sampling point to monitor discharges associated with stripping and overburden activities. Please follow the Standard Operating Procedures regarding the sampling and measurement of pH in section 5.2 below.
