RE: MS4 Stormwater Permit NCS000467 Notice of Compliance Response

Dear Ms. Powell,

The Town of Wake Forest is pleased to acknowledge the Notice of Compliance (NOC-2021-PC-1230) issued
on 2/8/22 for the MS4 Stormwater Permit Audit. This cover letter is to help you navigate the requested
documents noted in our NOC letter. The requested documents are listed below along with a short
explanation of the information provided. This cover letter fulfills the first request to respond in writing and
acknowledge the requirements with the intent to comply.

1. Self-evaluation of the permit components not reviewed by DEQ. The Town completed a full self-
audit on 7/19/2021 prior to the DEQ audit on 12/1/21. The self-audit has been edited for clarity
and updated to only include section C, E, F, & H for this submittal. Supporting document numbers
reference our binder organization system and are available upon request. The results of that self-
audit are provided in Attachment 1.
2. Stormwater Management Plan (SWMP). The Town updated our SWMP in 2020 to align with the
new state template. We submitted our updated SWMP to NCDEQ for a complimentary review on
12/3/2020, and we received comments back from you on 12/7/2020. All comments received have
been addressed and updated. The Town also received a notice from DEQ on 3/10/21 that updates
to the SWMP Template were made, and those updates have also incorporated into our SWMP. The
Town will consider the SWMP to be effective with the new permit. We are however currently
operating under the commitments outlined in our updated draft SWMP. The SWMP is provided in
Attachment 2.
3. NPDES MS4 Permit Application. The Town submitted our MS4 Permit Application for renewal on
11/12/2021, and we received acknowledgement of receipt on 11/15/2021. Both the permit
application and email correspondence are provided in Attachment 3.
4. Final SWMP Submission. The Town of Wake Forest has already completed a complimentary review
of the SWMP but will anticipate additional comments post-audit. Once comments are resolved
from this submittal, a final version will be provided to the State to become an enforceable
component of the NPDES MS4 permit.
