Forgot to mention this on earlier email. In Huysman's view, the mitigation plan is a
point concern. They would like to do on site, but somehow turn it over to the EEP to
actually do the work. I informed him that somehow there should be some cost to the
applicant or quantifiable benefit to EEP (such as savings on the cost of land
aquisition). But they could hire someone themselves. He would like for us to issue
the 401 with a condition that construction doesn't begin until a plan has been
submitted and approved. Because this is "Goose Creek" he is mindful that all eyes
are on this project (not necessarily from governing agencies). I believe he has a
couple of other meetings, and the approval may waylay (sp) some fears. Mint Hill is
asking what the status is on the required permits.(I guess meaning is it
approvalable)
