(2) CHRONIC TOXICITY PERMIT LIMIT (Quarterly) The effluent discharge shall at no time exhibit observable inhibition of reproduction or significant mortality to Ceriodaphnia dubia at an effluent concentration of 0.87%. The permit holder shall perform at a minimum, ,quarterlq monitoring using test procedures outlined in the "North Carolina Ceriodaphnia Chronic Effluent Bioassay Procedure," Revised February 1998, or subsequent versions or "North Carolina Phase II Chronic Whole Effluent Toxicity Test Procedure" (Revised -February 1998) or subsequent versions. The tests will be performed during the months of March, June, September and December. Effluent sampling for this testing shall be performed at the NPDES permitted final effluent discharge below all treatment processes. If the test procedure performed as the first test of any single quarter results in a failure or ChV below the permit limit, then multiple -concentration testing shall be performed at a minimum, in each of the two following months. as described in "North Carolina Phase II Chronic Whole Effluent Toxicity Test Procedure" (Revised -February 1998) or subsequent versions. The chronic value for multiple concentration tests will be determined using the geometric mean of the highest concentration having no detectable impairment of reproduction or survival and the lowest concentration that does have a detectable impairment of reproduction or survival. The definition of "detectable impairment," collection methods, exposure regimes, and further statistical methods are specified in the "North Carolina Phase II Chronic Whole Effluent Toxicity Test Procedure" (Revised -February 1998) or subsequent versions. All toxicity testing results required as part of this permit condition will be entered on the Effluent Discharge Monitoring Form (MR-1) for the months in which tests were performed, using the parameter code TGP3B for the pass/fail results and THP3B for the Chronic Value. Test data shall be complete, accurate, include all supporting chemical/physical measurements and all concentration/response data, and be certified by laboratory supervisor and ORC or approved designate signature. Total residual chlorine of the effluent toxicity sample must be measured and reported if chlorine is employed for disinfection of the waste stream. Should there be no discharge of flow from the facility during a month in which toxicity monitoring is required, the permittee will complete the information located at the top of the aquatic toxicity (AT) test form indicating the facility name, permit number, pipe number, county, and the month/year of the report with the notation of "No Flow" in the comment area of the form. The report shall be submitted to the Environmental Sciences Branch at the address cited above. Should the permittee fail to monitor during a month in which toxicity monitoring is required, monitoring will be required during the following month. Should any test data from this monitoring requirement or tests performed by the North Carolina Division of Water Quality indicate potential impacts to the receiving stream, this permit may be re -opened and modified to include alternate monitoring requirements or limits. NOTE: Failure to achieve test conditions as specified in the cited document, such as minimum control organism survival, minimum control organism reproduction, and appropriate environmental controls, shall constitute an invalid test and will require immediate follow-up testing to be completed no later than the last day of the month following the month of the initial monitoring. The facility is 100% domestic and serves customers in Elkin. The permit was originally issued on May 24, 1999 and expires on January 31, 2004. The Permittee submitted EPA Form 2A on September 2, 2003 in order to request renewal of the permit. In addition to NPDES Permit NC0020567, the Permittee also holds the non -discharge permit WQ0007349 for land application of sludge. The facility has not requested any changes to the current NPDES permit. Instream Monitoring, Verification of Existing Conditions and DMR Data Review This facility discharges to the Yadkin River in subbasin 03-07-02 of the Yadkin -Pee Dee River Basin. The Valley River is classified C waters at this point and is not on the 2002-303(d) list. Elkin is not required to monitor any instream parameters, so no instream data were available for analysis. Effluent Discharge Monitoring Report (DMR) data from January 2001 through August 2003 were reviewed. Data for conventional parameters are summarized in Table 1. Based on these data, the Permittee maintained compliance with the monthly average permit limits for those • arameters. NC0020567 Conventional Data (January 2001-July 2003) This facility also collects data for total nitrogen, total phosphorus, ammonia nitrogen (NH3-N), and total residual chlorine. These are summarized in Table 2. Total residual chlorine is below the limit of 28 Ltg/L and the plant appears to be nitrifying well (based on the ammonia nitrogen data). NC0020567 Nutrient and Toxicant Data (January 2001 — August 2003) The only metals data collected were those in done in conjunction with the permit renewal. These are discussed in the Priority Pollutant Analysis section. Correspondence The Winston-Salem Regional Office (WSRO) conducted several site visits during this permit term to evaluate compliance. These did not indicate any recurring problems or concerns and the facility was deemed to be in compliance. There were no permit violations during the 2001-2003 period and the Permittee has passed all whole effluent toxicity tests in the last five years. PERMITTING STRATEGY Waste Load Allocation (WLA) The Division prepared the last WLA for the previous permit renewal. The previous and current effluent limits were based on guidelines and water quality standards. The Division has judged previous parameters and limits to be appropriate for renewal with some exceptions. Changes to toxicant monitoring are discussed in the Priority Pollutant Analysis section. In addition, an annual pollutant scan will be added such that the Permittee can collect the necessary data required by EPA Form 2A throughout the permit term. This condition is now standard on all major municipal permits in North Carolina. Priority Pollutant Analysis (PPA) The Permittee submitted the required PPA with the renewal application. Antimony, copper, zinc, chloroform, and methylene chloride were detected in the analyses. These were run through a reasonable potential analysis, the results of which indicated maximum predicted concentrations below instream allowable concentrations for all of the detected parameters. No additional monitoring will therefore be necessary. The application does not include the results for the priority pollutant analysis, as they have not been received. As soon as we receive the results we will send an amended application. Our existing permit expires on January 31, 2004. We are requesting the Division to renew our NPDES Permit. There are no changes at our facility since the issuance of the last permit on July 1, 1999. The facility treats a combination of domestic and commercial wastewaters. The current treatment scheme includes a mechanical bar screen, grit removal system, primary clarifiers, trickling filter, activated sludge and secondary clarification. The treated effluent is disinfected by chlorination followed by dechlorination through the use of Sulfur Dioxide. Sludge stabilization is accomplished by an anaerobic digester and sludge thickening/holding tank. The facility has utilized lime to facilitate the stabilization process. Liquid stabilized sludge may be land applied in liquid from to permitted sites, and/or dewatered on sand drying beds and land applied.
