This Office received a letter dated March 1, 2022, from WK Dickson, of Substantial Completion & Construction
Punch List. Please note that in accordance with the Special Order by Consent (SOC) WQ S19-003, under
Scheduled Activity (page 2), upon completion of construction of the upgrades to the wastewater treatment plant
it is necessary to submit a Certification of Completion (Engineer's Certification) from a professional engineer
verifying that the construction has been completed. The Certification of Completion should bare the Engineers
seal. One copy of the Certification of Completion should be mailed to the Regional Supervisor of the Mooresville
Regional Office, Division of Water Resources/Water Quality Regional Operations Section, 610 East Center
Avenue, Suite 301, Mooresville, NC 28115, and one copy mailed to the Water Quality Permitting Section/NPDES,
1617 Mail Service Center, Raleigh, NC 27699-1617.
Please also note that the SOC provides 120 calendar days following completion of construction and certification
by professional engineer to attain compliance with NPDES permit final limits. If it is believed that compliance
with permit limits can be achieved sooner than 120 calendar days please contact myself, Corey Basinger, in the
