Wasteload Allocation Summary
(approach taken, correspondence with region, EPA, etc.)
WLA requested because facility is capable of treating to 0.0025 mgd and has a permit for
0.014 mgd. (Phased Flow into a zero flow stream 7Q10=0 and 30Q2=0.05). DMR flow values
for last 12 months show an average of 0.0011 mgd with a maximum of 0.0016 mgd. However,
staff repoort states "flow figures from a dosing sand filter are notoriously unreliable. Facility
periodically experiences problems meeting its BOD5 limit. Facility has high (5/93-04/94) average
concentrations of NH3N 18 mg/1 and Chlorine 316 ug/l. in its effluent. Recommend r -flow/ eui LiMLis

ALL LIMIT CHANGES DUE TO A MODIFICATION TO PERMIT:
DUE TO A PHASED FLOW FACILITY ONLY BUILT TO 0.0025 MGD AND
DISCHARGING INTO A ZERO FLOW STREAM (7Q10 =0 and 30Q2 =0.05)
X_ Parameter(s) are water quality limited. For some parameters, the available load capacity of
the immediate receiving water will be consumed. This may affect future water quality based
effluent limitations for additional dischargers within this portion of the watershed.
OR
No parameters are water quality limited, but this discharge may affect future allocations.

7. Site size and expansion area consistent with application?
Yes No site size asked for or given in application.
No If No, explain: No site size asked for or given in
application.
8. Topography (relationship to flood plain included): The
facility is located on level ground, well above any flood
plain.
9. Location of nearest dwelling: None within 500.0'.

c. Describe receiving stream features and pertinent
downstream uses: Reedy Creek is a rural watercourse.
Its uses are consistent with its WS IV classification.
Part II - DESCRIPTION OF DISCHARGE AND TREATMENT WORKS
1. a. Volume of Wastewater to be permitted: 0.0025 MGD
(Ultimate Design Capacity)
b. What is the current permitted capacity of the Waste
Water Treatment facility? .0.014 MGD
c. Actual treatment capacity of the current facility
(current design capacity)? .002588
Note: It is unclear why the system was previously
permitted at 0.014 MGD. The regulations would yield
0.008 (200 seats at 40 gal/seat), but that is probably
high, as the restaurant is only open for supper.
Additionally, this is a dosing system, so flow does not
equalize through system.
d. Date(s) and construction activities allowed by previous
Authorizations to Construct issued in the previous two
years. None
e. Please provide a description of existing or
substantially constructed wastewater treatment
facilities; Existing: 3000 gallon grease tank; 9000
gallon septic tank; 1300 gallon dosing tank;
distribution box; 2250 ft2 subsurface sandfilter lined
with plastic; chlorinator; 700 gallon baffled contact
tank; step aeration device.
f. Please provide a description of proposed wastewater
treatment facilities. N.A.

PART IV - EVALUATION AND RECOMMENDATIONS
This WWTP system was repaired in September 1987. At that
time, a new 3000 gallon grease trap was added and the existing
failing subsurface sandfilter was replaced with a new 2250 ft2
lined subsurface filter. As noted in the last staff report, the
facility's flow limit should be revised to reflect the size of
g.p. the face ity is
capable of treating 2587 g.p.d. The DMR flow values for the last
12 months show an average of 1,100 g.p.d. with a maximum of 1,600
g.p.d. It should be noted, however, that flow figures from a
dosing sandfilter are notoriously unreliable.
The facility periodically experiences problems meeting its
BOD limit.

The Region recommends the Permit renewal be handled in
accordance with current Division policy.
