Good morning!
Per our discussion, it appears that these impacts would be covered under GC4239 (attached) and would not require an
Individual Water Quality Certification. Chatham County is the delegated authority for the buffer impacts, so buffer
impacts requiring a Buffer Authorization must come from them.
It appears this project was submitted to DWR on 2/13 under DWR#20220252 "Governors Club Greenway and Dam" and
that it is on "On Hold" status as a fee has been requested but not received. Was this application supposed to be a
Courtesy Copy to DWR?

Hey Colleen,
We are working with Governors Club in Chatham County for the purpose of installing a small section of greenway to
connect existing walkways on either side of the Morehead Lake Dam. Since a dam was involved, NC Dam Safety is
requiring that the upstream dam slope be stabilized with rip -rap and the trees be removed from the downstream slope
as conditions for installing the greenway. We have received NWP #3 verification from the Corps (attached) and I was
inquiring about the need for written notification for the 401— Water Quaility Certification. I read through the general
certification (4239), and I believe we meet all the conditions to proceed without notification. Could you please give me
a call to discuss?
